Tub supreme court of Vermont
ban decided tiiat railway pools are
not illegal if the rates are made
the same for all classes of patrons
that is to say , it is held that the rail
roads may make such agreements
as they please i mong themselves
for the division of business and
profits so lung as they do not
charge one customer more than
another for a given service. This
is contrary to all previous decisions
upon the subject, ami in conflict
apparently with the specific pro
vision of of the inter-state com
merce law. The process of inter
pretation by which such a
conclusion is reached may or may
not be correct; but whether right
or wrong, it touches a matter of
gi-"tt importance to the business
public. As the case now stands,
the railroads are pulling at cross
purposes, and such a thing as tin
f trinity of rates is out of question.
There is competition of a certain
kind, but it is not u the best in
terest either of the railroads or
tbt ir patrons. Tin; rates are con
tinually fluctuating, ami there is
no power to adjust them on a
secure and wholesome basis. So
far as the amount of traffic is con-

handled in a manner that is alike
unsatisfactory to the roads and to
tin flopper. There is some force
in the argument that if pooling
were permissible, the prevailing
contention and uncvitainty might
lie measurably, if not entirely,
obviated. Dut there is another
bide to the question that it will no'

than anything else is a revival of
common honesty in railroad

tion of sound business principles ;
and nobody knows from day to

concerning freights, which play
such a large part in trade of every
description. The remedy for this
unfortunate slate of afiairs is not
easy to provide, but it must be
found if the railroad system of the
country is to serve its proper pur
pose a." the leading agency ;n com
mercial welfare and development.
The Knglish are reaping the
whirlwind of wild speculation in
colonial and South American
securities. The Argentine Repub
lic was carried for three or four
years by British investors, and it
was only when the collapse was
inevitable that these investors
seemed to realize the folly of their
ventures. The same blind method
I of speculation prevails in regard
to Australian gold mines and
American railway secui ities. This
credulity is a fine thing for the
man who is floating new schemes,
but it hurts every legitimate com
pany that is seekint funds for the
development of its property.
The matter of railroad traffic
seems to be as illy understood by
the controlling powers of the
roads themselves, as it is by the
veriest tyro upon the subject. For
instance the managers, including
the high magnate J. Gould, still
maintain that the interest of the

ing rates and fares at the highest

And yet the practical experience
upon this subject plainly shows
that when reductions have been
made the increase of traffic has
more than compensated for the
ear-. In the Hungarian system
ot loads the passenger lares ever
ictluoed more than 50 percent.,
but the conshquence increase of
travel made the volume of profit
greatly in excess of what it was.
