sion as time and knowledge
advances, and the thinking oi.es
are beginning to see that the
deterrent forces of the example of
the hangman's trade, are not a
compensating action for the
demoralising tendency of the
spectacle.
Dr. G. F, Shrady, in a recent
paper in tbe Arena restates and
endeavors to strengthen his views
in favor of the abolition of capital
punishment. His convictions
nave been deepesed by witnessing
the bungling attempt last summer
to kill Kemmler without pain.
The doctor believes that the taking
of the life of a man so wicked and
to devoid of the power ' reason
ing ia advance upon the conse
quences of an act like murder can
a t act aa a deterrent opon those
of like character, and that such re
taliation can not benefit society in
the aggregate. He argues in favor
of life imprisonment for murder
patting the wrong-doer at hard
labor, the proceeds of bis work to
go toward paying the state for
keeping him and for the support
of the family, which must suffer on
account of his set. It is true that
thw humanitarian idea in punish
ment is making headway -.as civilr
sation auhrances; that society in
ils totter organized state is sharing'
to a greater degree in the horror
those on the . more sensitive sort
have always ielt at seeing tbe
aUte take . life in cold blood in
retaliation for murder committed
in the majority of cases in the
heat of passion. The experiment
at Auburn, N. Y., last August has
done much to intensify that horror.
But an eastern exchange says the
pi lic is not prepared to admit as
yet without stronger proof that the
killing of a criminal by the ata'e
fails to deter others from attempt
to take hnman life. If all would
be murders were of the lowest
gratis of intelligence, of the most
brutal instincts, that might be
true; but not a few nowadays
know perfectly well tbe conse
quences of such an art. That such
are morally bad all will admit, hut
they are all by no means ignorant.
Some of the plots disclose subtleties
that le Quincy could never have
discovered in the fine art ss he
professed to know it. If the stale
will make tbe punishment for cap
ital crime as swift, aa sure, and as
ignominious as tho ingenuity of
man can devise, it is difficult to
tee bow the certainty that such a
fate will overtake the wrong-doer
can fail to keep in check in a great
measure all except those incapable !

etincts, coupled with dense ignor
ance always in any community
in the small minority ef knowing
what death by banging, for in
stance, means. The agents into
whose hands the people intrust the
execution of laws and the machin
ery by which they are put into
opeiation have not a little to do in
these days with the failure to
adequately punish criminals. So
long as legal delays, quibbles, and
technicalities are allowed to
obstruct progress toward determin
ing the real status of crime, so long
will people of the disposition to do
murder take the risk their crimes
bring upon them and trust to the
curious devices of counsel and
courts to save their necks. If such
men knew that adequate punish
ment would certainly follow their

before marching to their doom.
What in nearly every sUte of this
Union would become of the salu
tary effect of Dr. Shrady's confine
ment for life so long as, under our
present law, governors can pardon
murderers, which they frequently
make haste to do, especially if they
profess repentance and promise to
be useful in politics in the future?
The states owes it to itself to throw
about human life every possible
safguard and to punish those who
destroy it in the swiftest and most
exemplary way without shocking
cruelty to the criminal. Whether
the ignominious rope, the myster
ious electric current, or some other
agent will do it best the majority
of intelligent people, with the help
of science must determine.
That view of the case yet holds
sway, but it' is being obviously
modified, and the feeling is becom
ing strongly dominant that if the
pardoning power is so far limited
as to take away the chance for the
ictual murderer to escape from the
life imprisonment sentence, then
a better method would be intro-
luced by abolishing capital pun-
siiment.
Groves Cleveland dissents
from the opinion that the places
where the necessaries of life are
cheapest are cheap and nasty
places, but the facts are all against
him. The cheapest place toHve
in the world is probably China,
and it is beyond all question the
nastiest. The degree of comfort
which the workingman enjoys in
Kngland is greater than his fellow
enjoys any where else in Europe,
yet it is a notorious fact that it
costs more more to live in England
than in Germany or Belgium. In
all cheap countries the wages of
labor are gauged by the cost of
subsistence, and this inexorable
law of economics in cheap
countries defines subsistence to
mean just as much as will keep a
nan from starving, and no more,
