It is not uncommon to to 6ee two

work?, the other iloea not. The
mediocre student plods on; but
every step tells. In th end he
becomes eminent, and it is plain
to see the reason why. It was
of Citsar that he consulted wisely,
resolved firmly, and then executed
his purpose with an inflexible per
severance that would have utterly
frightened a weaker man. We
must conclude success depends far
more npon this quality of persist
ance than upon talent. Cicero
says that there is "but a an. all
room into which we can eJte in
and out, between memory and ap
plication," and he is right, as all
history shows. The application
that succeeds has order in it. Fci
example, there is a way of teach
ing arithmetic that will put pupiU
far ahead in the course of a year,
acd there is another way that will
keep them on a tread-mill month
after month. In both methods
the application is great, but in one
there is success, in the other there
is none. Success, then, defends
upon the order in which the work
is taken up, as much as in the
jtbor put forth. Order of pro
cedure is everything in teaching,
Xo one can go blindly here, and
get anything valuable in the end
It is for this reason that of late bo
ejnuch baa been said about the
true order of sudies. Scientific
teachers know that this is of prime
importance. The superficial in
structor makes promptness of at
tendance, quickness, and regular
ity of motion, and a certain
military discipline, everything.
He will point to bis register and
call attention to his order, and ex
pect praise from his visitors for his
promptness, all the while never
dreaming that these things are
but the scaffolding of his work,
and that he has not touched real
teaching at all. Application, then,
to what? To the real business of
.the school, to the building up of
character, to the forming of habits,
to the work of preparing for living.
Thiris the center and core of this
whole business of application.
That it is exceedingly necessary is
admitted, but the end and meant
of school work muBt be known be
fore talking about it will do much.

' What may be styled the wink
bibulous has received a serious if
not a fatal blow in Pennsylvania.
It appears that two strangers at
tended one of the fairs of thai
state a few days ago, and,
with a sly. and a wicked wink,
called the attention of a large num
ber of persons to fcnspieioug-look-ing
bottles which they carried in
large baskets bearing the inscrip
tion "cold tea." The sly, wicked
wink did the business. The two
strangers readily disposed of the
contents of their own baskets at
their own stiff prices, the buyeis
believing, of course, that "cold
tea" was playful phrase fcr fine
old whisky. But they were cruelly
deceived the buyers were cold
tea it was, also eak tea, further
more a poor brand of tea. Hence
it is that the wink as a medium of
communication between man and
man in Pennsylvania has lost its
hold on the public confidence.
It will be remembered that sev
eral European nations seriously
consider the idea of refusing to be
represented at the Paris Exposi
tion, and yet that affair was a
great success. So will ours be,
even if Germany, France, Italy
and Kng!and sulk. They may net
be represented, but one thing is
certain, no useful or ornamental
article of modern production will
be absent from the fair if all
foreigners keep away.
The hungry wolf is barking at

Oregon and Washington. Laborers
mechanics and farmers are in
cluded in the rush.
