able. Senator Aldritli's amendment
which practically embodies thn
reciprocity measures, has been
adopted, thus rutting the maiter
in shape to become a part of our
national policy.
As an exposition of the matter
we quote from the Tribune, that
by this amendment the president
is empowered at his discretion to
suspend the free importation of
sugar, molasses, coffee, tea and
hide from countries iiupomn:.'
duties upon the agricultural pro
duce of the United Slates which
may be considered in hi.s judgment
"reciprocally unequal and un
reasonable." In the event otsueh
suspension of free importation.- a
precise schedule of duties to be
imposed as retaliatory in
tueir nature is designated.
The general effect of tub amend
ment is to offer to Brazil, Mexico,
tn -j. .laali West Indies, and the
Various South American countries
the continuance of a free market
for cotfee and hides and the ad
ditional privilege of free entry for
sugar and molasHes , but the grant
if made conditionally and is not
irrevocable. If American agricul
tural produce is subjected to
oneros import duties, as is now tl.e
case iu Cuba, Venezuela, Brazil
and other countries, the executive
is authorizrd to close the free mar
kets until retaliatory dutie? shah
secure fair and equitable exchanges
of commerce.
As there is not a country either
in South or Central Amerua from
which hides are not exported to
the United Slates, and i'-s the
sugar producing nations are those
which offer the largest markets on
this continent for American ex
ports, this amendment practical ly
covers all arrangements which can
be made by the negotiation oi
reciprocity treaties. In effect it is
a general treaty concluded with
the countries recently represented
at the Pan-American Conference,
and also with the Spanish West
Indies. Reciprocity is offered on
fair terms, but not gratuitously
and unconditionally. The Exec
tive is vested with a sin-pensive
Veto whenever reciprocity is found
to beone-nided and equitable. 1'he
president is armed with aii im
mense discretionary power uf in
tervening in the commercial ex
changes leteeu the I'm ltd. Mates
and ot er nations. This is one
of the objections ured against the
amendment. But, on the oilier
bund, reciprocity treaties when
made by the administration and
approved by the senate are also
open to the objection ot overriding
vhe constitutional prerogative oi

Secretary Blaine's main objection
to the removal oi the suar duties

granting valuable concessions to

' Aldrich ammendment with its re
taliatory clauses is practically a
substitute tor the series ot treaties
which he considered it practicable
to negotiate. It embodies his
principle that valuable privileges
re' not to be frittered away w ab
out attempting to get a good deal
in return. It answers the demands
made by various, republican state
convention-' and commercial belies
for the incorporation of Secretary
Blaine's reciprocity wdiy in the
tariff legislation of the present
congress. It is a satisfactory com
promise which does not in the
least degree detract from the pro
tective features of the MetCinley
bill, but merely adapts the revenue
section to the requirements and
necessities of an increasing export
trade.
