About the lime the silver bill
went into effect it was estimated
that a reserve bad been accumula
ted in New York for speculative
purposes amounting to about 9,
000,000 ounces. The goldbug
treated this as a corner, ignoring
the fact that it was oaly two
months' supply under the new bill
and that it rea.ly represented all
the visible surplus of silver bullion
which the New York market could
furnish.
In spite of this no-called corner
silver advanced to l 20 an ounce,
and has receded only about three
fourths of a cent an ounce at the
outside. The government has
drawn on this reserve stock, the
. total purchases since the 13th oi
August coming to within 253,000
ounces of the monthly quota, wiih
ten days remaining in whii-h to
complete it.
What follows? Obviously this,
that as soon as this two months'
supply is exhausted and the gov
ernment has to bid for silver its
price will advance. In view of all
that has been said and written on
the subject, in Europe as well as
here, it is unnecessary to do more
than say that the prices of Ameri
can staple products will respond to
the advance in the price ot silver,
j is admitted on all hands. Re
publican legislation on the silver
question has made a net gain to
the American farmer of at least 20
percent already, and a further ad
vance in the price of rilver mean
more profit to him on his products.
While the silver bill was pending
the Democrats opposed it, and now
. that the country calls on them to
explain their action they try to
crawl out of a very small hole by
declaring that they were in favor
of free coinage and would not ac
cept anything else. The farmer
who finds himseli on the high road
to prosperity will know how to
take this declaration at its true
worth. He will insist that he was
like a drowning roan, to whom the
republican party has thrown a rope
and pulled him out, and he will be
slow to accept the democratic plea
that that party was trying to find
a silken rope tc throw him, and
that bocause it could not find such
a one it felt justified in letting him
drown.
The dangers that surround tht
pathway of the unwaay human
being are multitudes in number.
. It is now asserted that stuttering,
that disagreeable impediment in
speech, is one of these persistent
invisible ills of human nature that
just lies around loose, for the un
wary to entangle themselves with,
in fact is catching, like the measles
or small pox. It is said that
among the children now attending
the public schools in Kmptror
William's dominions there are. no
less than 80 000 aftiic ed with the
defect of speech known as .stam
mering. The city of Breslan alone
contributes a quota of 2.4(H)
stuttering children to the total ;
and in some other place the
number of stammerers attain the
large proportion of l,i per cent of
the school attendance. Realizing
the growth as well as the gravity
of the mischief, the German Gov
ernment has for some months past
devoted considerable attention to
the subject, and has gathered to
gether much interesting informa
tion about the matter. The mnt
valuable report is that contributed
by Dr. Gutzmann. According to
Dr. Gutzmann, whose report has
been adopted and published by
the German Government, involun
tary mimicry pi ys a gre.it part in
attutering. Like yawning, it is
catching. The quicker a child is,
and the more imitative, the more
apt it is to imbibe any defects of
speech on the part of those by
whom it is surrounded. Conclu
sive evidence of the contagious ;
nature of stammering is tobe found
in the fact the number of stutterers
in a school increases steadily as
(he children pass upward from
class to clans. In the public
schools o-' Berlin, for instance, the
number of stamnierers among the
children in the lowent class was
0.62 of the total force of ttie class.
This proportion rose from year to
year, as the childran passed up
ward in the educational scale,
until in the highest class the per
centage was discovered to be 1.01
or more then three times the
number found when the same
children were in the lowest class.

tion. No one could have dreamed

alive of all infants taken. In the
interests of civilization as well as
of trade the French should never

King of Dahomey and forced his
successor to abandon cannibalism
and otl er unnatural practices.
