side of the question as against
Salvador. But a careful consider
ation of the facts surrounding the
case, will show that Mr. Mizner
imply acted in accordance to the
simple rule of international law
governing such cases. In other
words he performed his dutv in a
lull and impartial ra inuer. The
position he occupies is a very tiy
ing one being the recognized
minister of both the belligerent
powers. The complication
biougbt about by the intriguing in
the interests of other contiguous
countries also helped to com plicate
matters, and render his place more
difficult to fill.
Amid all the talk upon the ques
tion of the benefits of so-called
foreign immigration to this country
it is weJl to look at some of the
illustrious examples of worth and
patroitism that our foreign born
c tizena have furnished. A fitting
tribute has lately been paid to one
of them, and it is truthfully aid
that the honors paid to the memory
of Ericisson in New York, in con
nection with the ceremonies inci
dent to the final removal of his re
mains to the land of bis birth, are
fall of happy suggestions. They
remind us afresh of what the best
foreign elements have often done
for this country, alike in times of
war and peace, and at the same
tim offer new proofs of the breath
of American appreciation of genius,
no matter whence it comes. It
would be invidious, and it is un
necessary, to speculate as to which
foreign country his contributed j
most generously in the way of noble j
men, whose timely or.- noble deeds!
have helped to buil i up tin- eivili- j
zution we now enjoy. But it seems
fitting at this moment to remember
that considering the Hinallness of
their present popiil.it ions, the old
Noreelands have rVnt some noble
and beautiful work for us. The

what they did for this country in

boycotting goods made by firms

system is a good one, but it should
include a boycott of shoddy goods
that are sold as genuine. The
laborer and mechanic, as well as
the man on a small salary, loses at
least one-fifth of his earning
through dishonest goods that are
palined olf uiion him as made of
genuine materials. The saint
criticisms applies to a largt class
of goods made in this country
which are not what they seeui.
And it can be added also that the
same criticisms can lie applied to
a vast amount of manufactured
articles that enter into the regular
diet oi the people. The trouble is
to distinguish the lalse fr m 'he
g od and apply the boycott wneie
it belongs. It might also he udde.i
that a boycott reaching fuses oi
this nature is the only boycott
that should be recognized or em
