in the kinds which modify or in
tensify the speed and trajectory of
the. missile, have caused great
changes in modern warfare and in
the armament of nations. Re
aearches in the field with smoke
less Dowder. too. have caused
intereiting modifications, not only
in this direction, but also in some
of the arts) and waysof p;ace. The
old army musket is giving way to
something more exi ct, more formi
dable, it not better. America mast
soon follow suit with European
nations, in the possession of suial ler
arms of modern manufacture, or
fall into helplessne ss and inani
tion. There is a natural defense
in the magnitude of our territory,
in the vastnesa of our numbers and
in the multiplicity of our resources ;
and with inferior weapons and
eomparativtly defenseless harbors
we are in a measure safe by our
isolation and greatness. But in
actual contest these natural aids to
defense and self-preservation
would be largely and immeasurably
helped by arms and equipments of
modern style. Tne achievements
in naval strength and possibilities
due to recent improvements, dis
mvciits, and tests are wonderful
and we hear more about them than
about those that apply to the mili
tary ' and land forces. Here is
southing, however, that has a
important bearing on our own
ecessity growing out of foreign
equipments in deadly weapons
that are bringing about a revolu
. tien in infantry tactics in European
nations : The new rifle with which
the German army has just lieen
equipped' has shown remarkable
penetrating power. The guu is
30-caliber repeater, with a range
of 3,000 yards. The projectile is a
steel-cased, nickle-plated leaden
ballet within a very sharp point.
According to the tables of penetra
tion in the musketry instructions
accompanying the rirJe, it pene
trates dry deal 32 inches at a
distance of 110 yards ; at 440 yardn,
similiax wood 18 inches thick; at
800 yards, 10 inches ; at 2,000 yards,
2 inches; and at 300 yards, iron
plates 7-25 of an inch thick. The
depth the shot penetrates into
newly thron-up sand amounts,
at 110 yards, to abouts 36 incites ;
at 440 yards, 20 inches ; at 880 y an Is
14 inches, and at 2,000 yards, 4
inches.

places Portland fairly and nquarely
up n an enumeration 'that tallies
with her business output and gen
eral appearance, and is highly sat
; isfaetory to every citizen of the
1 state. We are proud of our
metropolis and she now stands ie
fore the country in her proper garb
and with a presentable appearance
Salem, our State capital, will come
in with a like showing at which
. , every one will rejoice.
A question of considerable iru
" portanee, that will be urged upon
the incoming legislature is the
. finance question. The two leading
objects worked for with i eriinacity
that strives unremittingly for
success is the repeal of the
mortgage tax law and the repeal
of the usury law. With these
questions, as talked, argued, utxl
rescluted upon, there i two sides,
as they stand at present. The
repeal Mde weans the fuMher ex
emption of the rich man's proerty
and added burden to the pnxlueer
working man's taxation, while the
other side means just the reverse.
Until the matter can be luced
in a different liht from thiit there
can be no question of how the legis
lature should meet the ijiii'stioiifc.
The Democrats in Vermont have
been ".relebrating," not because
they cai ried the state at the re
cent election, but because they
might have been licked worse and
in more places than they were.
One cannot help admiring those
Vermont Democrats; they are so
thankful for small favors, thev are
such fine exponents of the fpiritot
Mark Tapley. Let Vermont no
republican by any less majority
than twenty odd thousand and
they feel warranted in organizing
a halcyon vociferous spree.
It is estimated that two thou
sand five hundred railway em
ployes are killed yearly in the
United States in accidents which
might have been prevented if auto
matic brakes and couplings were
in universal use. So equip cars
and locomotives with such appli
