TUB OPPOSING MLEUSNTS
With peacoand prosperity every
where in oar domains we can look
with complaisance upon the agita
tion in political circles upon the
European continent. The intrigues
that are going on are many and
various, and involve the entire
nationalities of the continent,
though the central figures just now
are the Czsr o( Russia and the
Emperor of Germany. . The Balti
more American thinks that the
Emperor Williams' visit to Russia
differs decidedly from recent royal
junketings. The young German
Emperor has an object in view,
and proposes pernor, ally to accom'
plish it if that can be done. He
will not be a figurehead is the con
saltations to be held at Varna,
but an active participator, and it
i- doubtful if Von Capri vi, his ad
viser, will be able to do more than
temper the Emperor's rashness
should he become, excited by the
stolid opposition of the Czar. Wil
liam has opinions of his own, and
very string oees at that, and re
fuses absolutely to surrender either
his conscience or his authority to
his chancellor. He seeks the peace
of Europe, but he seeks it after his
own fashion and in accordance
with Germany's present alliances,
which does not please or satisfy the
Czar. That there will he storm v
scenes is highly probable. Two
preliminary incidents have oc
curred which appear to be harbin
gers of the'result of the interview.
The Czarina to coldly received the
suggestion that the German. Em
press should accompany her hus
band to Vamathat the German
minister at St. Petersburg aUvitted
her to remain at home. The C'ar
wants southeastern Europe, but
Austria's very existence defends
either on controlling it or having
made independent of Russian in
fluences. But the importance of its
control is even greater than this,
fetateamen are in the habit of look
ing ahead of the present moment.
With Kussta securely lodged in
the Balkan peninsula, the lrie
bund would be entirely .arround
exl on every side, except here the
sea interposes, by hostile armies.
The immense Kussian force in the
, northeast and southeast would be
supplemented by the magnificent
French military establishment in
the west, and it would become
. very doubtful if the allies could
successfully resist such a combina
tion. To speak of the Russian
army as unprepared is only coin.
parative. , None of the European
armies except the French have
kept abreast of the rapidly-increasing
inventions, and the Czar
ie nearly as far to the front as his
neighbor. The time will come
when his troops are thoogltly
prepared, and it is against this
contingency that Emperor William
muMt guard. He has undertaken
a graver responsibility than any
yet assumed by him, and the
world will wih him success, but
ft is probable that if he accom
plishen any good it will only be
to avert the inevitable Euroati
war for a short time. .
. .Thr works of the claw of men
who are making so much fuss and
noise over the alleged suppression
of vice do not carry the weight oi
.consideration that thev would il
.there was saore confidence in its
sincerity. For instance, it is s id
that Anthony Comstock has a rival
is Sew York in the person of a
former ,clerk named Kritton. This
fellow has started a new society to
suppress vice. When the post
.olfice 'department suppressed Tol
stoi's latest story Britton had a
brilliant idea. He seized ail the
stock of A half-dozen flash novels
. in possession of the American N'ews
Company and had them carted to
the Tombs. Meanwhile the iain
, Wing dens, policy shops, disorder
ly booses and all-night saloons aie
in full blast, while the weekly
periodicals that make a specialty
oi vice and crime, with indecent
pictures, are exhibited in the shop
windows and sold at the street
corners. It is evident that there !
is as great and powerful "pull"
in this work of protecting virtue
as there is in politics.
The disgraceful scene on the
floor of the house Wednesday in
which one congressman punched
another in approved pugilistic
fashion and the speaker yelled
"time," is accredited to the com
bined effect of the hot weather
and the prolonged and tedious
session. It shows at least that
there are a few men in congress
who have no business there and
who are unfit to be the . country's
lawmakers. The present session
of congress has been prolonged
into the dog days and has been
conducted more in the interests of
the political ambition of party
leaders instead of the good of the
country.. Congress should have
finished its business and adjourned
tiefore this.
