OVSt NtW SILVER TRtLlSUItr
XOTES. t
j-ltunr. ' ' ! ' i ,
' On the 13th of August the new
silver law went into effect, and in
a rhort time will be issued the first
of the ."silver, bullion . treasury
notes" authorised by that law. It
is understood to be the purpose of
the , treasury department to ad
, minister the lav in. a sympathetic
spirit that is to say, the full
' amount of silver purchasable under
, the silver act will be purchased,
aod the currency will be inflated
to the fall extent possible nndrr
its provisions. At the same .time,
however, according to recent state
nents of Mint Director Leach, it
will be the policy of the . treasury
department to keep the bullion
treasury notes at par, with gold, if
, . it takes the last dollar in the treas
ury to do it. The operation of the
' new law' it simple. Every month,
. or several times in every month,
the secretary of the treasury will
make purchases of silver bullion
.; at the market late.in such quantities-that
the aggrrgate oi pur
chases for each month will be 4,
'vatfO,000 ounces.' This silver will
not be paid for with cash out of
t the treaMiry, as , was the require-
: Bient under the Bland act, now
- repealed,' but with the bullion
' treasury notea manufactured for
. this special purpose, such, notes
. being legal tender acid redeemable
on demand "in coin." The head
of the , treasury department ( will
not, it' is stated, discriminate in
favor of silver by paying out only
silver 'dollars in tedeeming the
bullion notes, but . will pay ' in
silver or in gold, at the option oi
the holder, so long at least as he
" has the gold to pay w ith. It is not
.. expected, Mr. Leaou says, that
there will be any considerable de
' mand for the redemption of the
1 ' notes in gold any more than for
the redemption of greenbacks.
The fact that they .can be re
deemed in dollars worth one bun
' dred cents will satisfy the public,
. it is thought that they, are good
money, and everybody will be glad
to get and keep them. Hull, in
the event of a raa on the treasury
for gold in excels of th supply
ao on hand, the secretary will . not
be without resources for renewing
'his , supply.. - Existing laws, - ac
cording to distinguished financiers,
r give the secretary the power to
sell bonds, if necessary, and with
- . the proceeds of such vale to buy
. t the amount of gold needed, H bin
' judgment, to keep the silver dollar
' ' at par wih the gold .dollar. . The
, new law says expressly that , it .is
he. "established ,' policy of - the
'United titatea to maintain the two
metal on a parity with each other
(Upon ! the present legal ratio."
-This declaration, taken in cqnnec;
tion with the Sherman resumption
'act of 1875, is supposed by Senator
Sherman himself to give fu 1
authority for any. required pnr-
. chase -of - geld. If extraordinary
conditions present, thentselves
congress can be appealed to for
' further powers. The conseqUvree
of the treasury being able to pay
.euly silyer. dollars in .redemption
of the bullion treasury notes would
be of course tiie placing of the
country on the silver basis- This
is precisely ' what ' the extreme
' silver man de-tires. He wants free
coinage of silver so that gold shall
no longer measure the value of
other commodities, silver included.
Were he secretary of the treasury
he would wish to pay out only
silver dollars as "coin," and would
visit rpon gold the disgrace he be
neves uaa Deen un merited I y tn-
flicted upon silver. But such is
' not (Secretary Windom's policy,
Thanks to the careful wordiug of
the silver act and to the conserva
tive views of the present secretary,
'there is Svery indication that the
new note will be as good 'as gold.
The purpose of the art, it will be
remembered, apart from the
private schemes of the silver mine
enan. in io maa vo ine volume ol
the circulating medi im to "make
' KBt7 mere abaadauU'? There is
a contention, strange to say, as to
whether it will haVe this" reiuTl7
Mint Director Leach thinks it will.
All the silver bull'on treasury
notea going out of the treasury for
the purchase of silver bullion will
be, he thinks, just eo much added
to the paper money in circulation.
None of the cash now in the treas
ury is to be applied to the purchase
of silver bullion, but only the
notes created by the new law. Its
effect must be, then.it is believed,
to add from $56,000 to $70,000,000
annually to the volume of our
currency.
With gold, gold certificates';
silver,- silver certificates, silver
bullion treasury notes, greenbacks
and national bank notes to choose
and all kept by the treasury at
par with , gold "business" has
not, it would seem, much reason,
for purposes of internal commerce,
to prefer one kind jf money to
another.
That the rebel Arabs in Moroc
co have been guilty of great atroci
ties, is nothing strange, because,
nameless cruelties have always
been perpetrated on prisoners by
the Moors, but to force a prisoner
to eat of his own flesh is something
out of the way of the ut-ual barbari
ties. As it was the governor's Bon
who was treated in this .way we
may be sure that the vengeance of
this official will fall heavily on the
rebels when he overcomes them
Nothing short uf crucifixion of the
guilty ones will satisfy his pa
ternal feelings.
