plan; for members of their first
bouse of representative , and also
for elective members f th house
of noble. I'nder the new consti
tution the Mikado recurves the
right of fi! ing a certain number of
teata in the latter body by appoint
ment. ATokio correspondent of
the New York Mail and ExpresB
reports that foreign residents who
expected to see a cirrus were dis appointed.
He writes:
There were at the polls none of
those picturesquely comical scenes
that had been looked for. Every
thing was practical and business
like. The qualified electors came
to the polls, deposited their bal
lots and went away. There was
about the rame sort of election
- eering that one seen in the United
States, minus the purchasing oi
votes, which is reputed to prevail j
in some districts. The polling
places were ojien. from 7 in thf
; morning nntil o at night. Tnen
the ballot boxes were locked up
and taken away, to be opened ami
- the votes counted at leisure the
next day.
There will be four parties rep
resented, it is said, on the benches
of the first Japanese parliament.
Ttiree of them are described as
"liberal," which in Japan means
more or less eager to acclimatize
there the ideas and methods oi thj
Western countries. Tliey consti
tute what the French would call
the left center, left and extreme
left, shading off from a mild quali
ty of liberalism to radicalism, l'hf
right or conservative party, 'in
composed of men who think the
Europeauizing proce has gone
too fast and too far, and who want
to keep Japan as .'e anee as is
now possible. But it is not a
stolidly and stupidly reactionary
party. "The leader," writes a
contributor to the New Review,
"are not bigoted in their dislike
for everything foreign. In fact
most of them have been educated
in the modern school." It is a re
gretable circumstance that the
date fixed for the beginning of this
interesting experiment in self
government should- have found'
famine in more than one province
of the empire, and a considerable
portion of the people too engrossed
in solving the problem of daily
food to give any time or thought
to the urgent problems of politics.
mountable is, such a road would
not pay, and thoiefore could not
command the necessary capital.
As to the construction of two
bridges, each twenty miles long,
across an arm of the sea, that
could probably be done if there
was money in it. But in spite f
the assurance that the climate is
mild, owing to the Pacific Gulf
Stream, and that there is no
danger from ice, it would require
some education of the traveling
public to induce them to risk their
lives on such a bridge.
The settlement of Oklahoma, by
the great rush that took posses
sion of the laud when the territory
was opened for settlement, has met
with predicted disaster, as this

The story that capitalists are
ready t subscribe 12,000,000 for
founding seven newspapers in as
many leading citiee to advocate
the cause of Grover Cleveland for
the preaidencv is a trifle fish'. It
is very doubtful whether any
such sum could be raised for this
purpose, or whether avowed
Cleveland organs would have any
influence. The newspaper organ.
as a rule, is of precious little either
to the man whose cause it espouses
or to the public, which wants its
news as little colored as possible.
To throw a victim over the rocks
at the famous Whirlpool in Niag
ara river would seem to be a pret
ty sure means of concealing a mur
der, yet the body of a woman who
was ,uppo8d to have been put
out of the way in this barbarous
fashion has been recovered and
will be used as evidence against
her husband. The incident serves
te prove the old-theory that "mur
der will out," but in this case the
crime would probably have escaped
discovery for a lone time if the
murderer bad not aroused the sus-
picions of two women.
Enqinkerino skill has been ad
vanced so far that no project is
now sufficiently stupendous to ap
pall the imagination. Plans have
accordingly beeu draw u to bridge
Behnng Straits and construct an
all-rail route to Europe via Asia.
The chief difficulty one that for
the present. i least, is issur-
ftatlre.
