ALBANY SHOULD BE REPRE
SKXTKD. Is October next Spokane Fall,
ir to LoM an iniluntrial exposition
which promises t at leat rival
the annual exposition held in
Portland. The extent of the en
terprise is unlimited, so far as the
etate is concerned, for it will em
brace every product of every ort,
kind or description for which the
state is or may become known.
The committee in charge are mak
ing wonderful efforts to insure the
success of the affair, and there
seems to be nothing in the way of
their success.
Perhaps nothing couhl more
forcibly illustrate the remarkable
growth and progress of the great
Pacific Northwest than thi fact of.
an expo-ition at Spokane Falls.
In 1880 tbe population of the en
tire county was only about 42tX ;
nw the city of Spokane Falls is
estimated to contain at least 12,
0i0 people and the bus.ness of tl i
city has kept pace with the ii. i
J . j
creaSP of population. j
... , . , i 1
a. dirplay of agricultural and min
eral products, and this city and
Linn county should not neglect
the opportunity of reminding our
neighbors that the grain grown
here in the heart of the Willamette
Valley is the finest the world pro
duces, that our iruit cannot be
surpassed, and that our mines con
tain wealth that is destined coon
to be the scene of extensive mining
operations in fael to show t'le
people of the new state and he.
visitois that Albany, with In r
population of 7000. makes eome
pretentions toward the busine s
that flows up and down the great
Willamette Valley, and has the
best and richest country in ti.e
state to back up her laim.
ELECTRICAL EXECUTOSS
Tub execution of Kemmler by
electricity, while it was not done
with the "neatnees and dipatch"
exjected of the electric current,
was perhaps but little inre revolt
ing than many executions have
been performed by the rope. A
slight accident or disarrangement
is liable to make of either a horrible
spectacle. The discussion over
Kemmler's death leads to the
question as to whether or not it
would not be better to altolish en
tirely capital punishment. There
are men whose crime, it is true,
are grave enough to entitle them
to the severest punishment, hut if
the pardoning power of criminal.
was removed, imprisonment for
life would be the proper punish
ment. It happens too often now
that criminals are given just
sentences for long terms, and art
soon out of prison by being par
doned. The coriect solution t-f
the problem would seem to be to
remove the jiardoning power, ex
cept in ca-e of later or addition;!
evidence which prove the prisoiivi's
innocence. The judgment oi
courts and juries would then stand
as final, and capital punishment
could safely he abolished and im
prisonment for liie substituted.
Certain it is that th revolting
pectacle presented in Kemmler'n !
case should never he repeated, j
and if men must be put to doth
let them he hung ai heretofore,
and not given over io electrical
experimenters.
Thk attempt to keep secret the
details of the Keiu'nler execution
was farcical- Whatever may lie
the feeling in regard to subsequent
executions by electricity, the
public at this first trial wanted to
know the facts. Of course it
would have been far pleasanter
for all those concerned in the work
had the details been suppressed,
b it in this country any star
chamber proceeding is looked up
on with suspicion, aud the public
insists upon ita right to know
what goes on in state aud national
attain. T tb European this
1 ookp like an iivitriRei:ce, but it
is really th- jfrtatest check to
fraud and in coin i etent-e. hi Uer
manv or Russia such a trial i
death by electricity would have
been officially reported as a
success, no matter how much it
was brngled.
