divided in opinion as to the
Behring sea correspondence. The
telegram regrets the asperity of
Blaine's tone, and says that Eng
land is strong enough to be calm

fond of peace to disregard Mr,
Blaine's petulance. The Times
pays: '"The correspondence leaves
the matter worse. Under the
'mater influences of party pressure
President Harrison and Mr Blaine
have beco.ne more exacting and
have advanced in irreconcilable
spirit claims about which they
once expressed diffidence."
The Times ought to know, if it
does not, that the charge of the
party pressure is wholly without
foundation. The present policy
of the United States with regard
to Behring sea was initiated by a
democrat administration, and
President Harrison and Secretary
Blaine have done no more than t
pursue the course mapped out b
President Cleveland and Secretary
. Bayaid. The question 19 a natijua
not a partisan one, and bad the
loction of 1888 resulted in a demo
cratic victory it is entirely safe to
. say that the same proclamation
would have been issued and tha
same attitude maintained.

and seals in the waters of Alaska,
- and it has only enforced its procla-
- mation in the eastern half of
, Behring sea, as Russia has done
for years and is still doing on the
western half. The question is an
open one, hut pending its settle
' ment the United States purposes
maintaining the position, and that
ia the whole gist of Blaine's lettsra
to Lord Salisbury.

copies, it seems that Carnegie's
statement is the more popular of

The Oregonian whacks away at
the census business in this state
in the following manner: ..Super
visor Strange, of the census dis
trict of Eastern Oregon, reports
that his enumerators find 1580 in
habitants in Harney country.
The vofe of Harney last June was
1037: the school census of the
county taken last April returned
1 66 persons ot school age. So we
have an official record of 1792
voters and school children in Har
ney county, wheae the United
States census takers find but 1530
persons all told.
