The question of eubfidies to
American shipping is now before
congress, and wholesome legisla
tion will certainly result unless
the country is t' see a further
division of sentiment among re-
nublican conicrenenien similar to
that which has been witnessed in
the discussion of the silver tariff,
and federal election measures.
President Harrison is by nature
cautious, but in his inaugural
address he gave hearty and direct
approval 1o particular issues, and
to none more heartily or more
directly than to the plan of stimu
lating the growth of our merchant
marine by the means of what are
commonly termed subsidies. Sec
retary Windom shares the opinion
of the President, and Secretary
Blaine is in earnest accord with
the proposal. Speaker Reed,
Chairman McKinley, of the ways
and means committee, and nearly
every influential member of con-
tbe records in athletics are con
stantly being broken. This skill
is gained, however, at the cost of
increased expenditure of time and
a great rent is made by could-be
humorous publications at the
athletic occupation of the average
college student. The fact remains,
however, that more robust frames
and healthier men are being
turned out from our colleges, by
the liberal use of the oar, the base
ball and even the despised boxing
gloves. The state university at
Eugene has an excellent appointed
gymnasium in which all of these
are to be found, and many more,
find it would be well if all colleges
and schools taught the culture of
the physical as well as the mental
man.

party is said to stand for anything,
a bill to encourage the growth of
our merchant matine will be
speedly parsed. Kut aside from
party considerations, which in
this particular case are of the
strongest nature, such a bill as
that now pending should be passed
because, if some measure of con
structive statesmanship be not
soon applied, the American ocean
carrying trade will soon disappear
from the seas as much as it is ever
likely to. By a singular persist
ence in neglect the ocean-carrying
trade has for these many years
been the one great industry in
this country which has been de
prived of the benefits arising from
the policy of iirotection. We hav -been
content to let other nations
grant subsidies and establish
steamship lines, while we devoted
our energies to granting govern
ment aid to transcontinental 1 ail-
roads. The lines of ocean travel
are so fully occupied that it would
seem to he an absolute necessity
to grant suf-sides now in order to
establish our own lines of steam
ship communication even if it
were out cf harmony with our
policy to do so, but it is not at all
out of harmony to foster the ocean
carrying trade. Again, we are
anxious to develop trade with our
South American neighbors. The
desire for a larirer measure of re-
ciproc.il trade is growing, as wit
ness the popular favor with which
Secret iry Blaine's reciprocal pro
posals have been received. But
it would be although a mistake to
enter into any such reciprocity if,
as at present, we had no American
steamship communication with
most South American ports. Our
southern neighbors would freely
avail themselves of reciprocity to
send their goodsj.here by foreign
steamers, but they would by no
means increase their purchases of
our merchandise in proportion if
we had no direct steamship lines
tn the south. It is a commercial
axiom that trade follows the flag
however much political economists
mav rail at it. Possibly it ought
not to be , but no it
w ays has been.
