A keen controversy aaiong the
National banks is now in progress
concerning the eflfcets and the ex
pediency of payinif' interest upon
deposits of other banks, and, natur
ally, because of the volume of
business centered in New York,
that city is the scene of the. con
flict. One class of banks say
National banks should not pay in
. terest, bmnnse no bunk holding
deposits subject to check can with j
safety to itself afford to do so: that
by paying interest undue risks in
loans are taken to compensate for
the cost; and that it stimulates a
tendency to overloan, instead of
permitting the rete tion of a
reserve nccensary for a banks
security. The other side, which
in Ne York comprises the major
ity..of the banks, do nothing
toward openly' advocating the
pol cyof paying interest, liut makes
such payment without comment ;.
and in so doinz entice country
bank deposits away from those
who decline to pay interest. Thus
large, veryjarge. changes are liv
ing brought about in the av-rage
deposits of the different ba'iks,
and it can be easily imagined that
when continued over a peril.
