Mills, of Texas, to approve the
journal of Wednesday, u amended
by the resolution yetterday. The
previous question was oidered
yeas 120, nays 122. McKiuley
changed his vote to the affirmative
and moved a leconskierat.ou. The
notion was tabled. Wednesday's
juurnal was then read aud ap
proved. Bland offered a resolution to take
up the silver bill. McKmley made
a Kiint of order that the motion
was not privileged. Bland held
that the bill was on the sjieaker's
table. Bland finally modi rk-d the
language oi his res..luiion so as to
direct that the speaker under rule
241 lay the matter on the table,
including the silver bill, beiore
the house for action.
The speaker finally ruled Bland's
resolution (to proceed to the ci.p
spteration of the silver bill) not in
order under the mles.
Bland appealed to the house,
and McKinley moved to lay the
ppeal on the table The yeas
and nays were ordered, pending
Ahich Crisp moved that the house
