Prophets have been making
the air lurid for years predicting
war is Europe, and yet peace
reigns and the standing armies of
immense numbers, and costly
paraphernalia, remain "standing"
to watch one another. The in
ference to be drawn is that the
days of butchering human beings,
and destroying valuable property
produced by labor of human hands,
ia mere wanou brutality, to
satisfy the ambitious ideas of a
few leaden is passed. Peace reigns
.and arbitration must settle
national differences.
The Boston Globe says that Von
Moltke is the oldest general in Eu
rope, and is generally regarded as
the greatest soldier. On the edge
of the grave he turns back to say
to his countrymen that the long
predicted European war must
certainly come, and can not be
much longer delayed. This would
be rather disheartening to the
friends of peace and liberty w ere
it not for the old Boldier's further
idea of the kind of war that is
coming. It will not be a war of
governments, he says, but of "the
. people, forced on by the masses,
who will compel emperors, kings,
and statesmen to do their will."
Oh, well, if the war is to be only
by the people against "emperors,
kino, and statesmen," it would not
hesoch a bad thing, nor such ater
lible thing. Emperors kings, and
statesmen are only men, and
whenever it comes to a square
' ight between them and the people,
the emperors, kings, and states
, men are about as much conse
oenee as a corn-stalk in the face
of the Johnstown flood. Such a
war would be very short, and not
at all doubtful. The mischief of
it is that emperors, kings, and
statesmen are usually cute enough
not to fight their own battles.
Their plan is to get one foolish
section of the people to right
against another section ; in w hich
kind of warfare the emperors,
kings, and statesmen are apt to
come out on top, whichever way
the tide of battle turns. The em
perors, kings, and statesmen of
Europe have their quarrels, but
the different people have no
quarrel. Whan the people be
come wise enough to decline to go
and murder each other for tin
pleasure of the emperors, king,
and statesmen, or tax themselves
to pay the bills, there will be very
few wars.
The comments of the World
coincides in a great measure with
the majority of thinking people
upon the subject. The day is past
approaching when kings, em
perors and leaders will not rind that
the people not only will engage
in war for them, but will emphat
ically say that the will of the
people must rule and not the will
of those kings and leaders.
Thk change of situation causes
considerable change in the views,
r at least, the expressions of men.
For instance while Mr. Carlisle
was a member of the house and
Mr. Cleveland was president, Mr.
Carlisle waa very strenuous on the
matter of reducing the treasury
surplus, but now Mr. Carlisle is
a Senator from the great state of
Kentucky, Mr. Cleveland is not
president, and Mr. Carlisle is very
solicitous that the surplus he not
reduced. Why the wherefore.

to give $500,000 in order to com
plete the library building, which
will be the tiuest of its kind in the
couutrv.
The fact that the state gives the
republican candidates, excepting
tile governor, a majority reaching
away up above 8,000 is a pretty
good indication that Oregon is
still republican, and that the ehep

States. The Pennsylvania system
operates over 7000 miles and the
Richmond terminal system over
7700. The outlook is that at some
future time the entire railroads of
the country will be consolidated
into a few leading company.
Philadelphia is rather hard on
the street musicians, having de
cided that they cannot patrol the
streets. The order will lie hard
on the organ men and the tam
bourine and bass drum of the sal"
vation army, but it will be condu
cive to rest and satisfaction to the
citizens.
As action has started in congress
towards passing a law to prohibit
the use of the American flag for
advertising purposes and it is to
be hoped that the lnw will lie
passed.
