INCREASE OF THE XA YY.
The House programme for the
increase of the navy ban practically
been adoped by the Senate Com
mittee on Appropriations. Two
torpedo-boats, one of them u
eruiser, have been added to the
eonotruction list, but Senator
Hale's ambitious scheme of build
in; eight battle-ships. two
armored coast-defense vessels,
three gnnlioat and five torpedo-boats
has been dropped. We
regret that it has been considered
prudent, and even necessary, to
accept the I louse measure as a
-ubstitute for the larger and more
progressive measure. Tin Nation
we are convinced. i in hearty
accord with policy of building a
modem navy of the highest
efficiency with the least jsssib!e
delay. If the two ne-astires
could have l)een referred to a con
ference committee a compromise
li.ght bav been effected which

Although the construction oi
