New Yonx, April 22. The Mail
and Express says that the per
sona', feelings of Mr. Gould are
complicating affairs of the Pacific
Mail. The Northern Pacific is
anxious to compete with the Cana
dian Pacific in the China and
Japan trade by securing a Pacific
Mail terminus at Tacoma. Gould
is only too willing to make Tacoma
the only terminus, but Hunting
ton's interests in the Central
Pacific will not permit him to take
the other line entirely away from
San Francisco.
Gould's object is to take away
business from the Union Pacific
and the Northern Pacific is ready
to guarantee the steamship com
pany $75,000 a month if it will
make Tacoma the terminus. Noth
ing is settled yet.

A peculiarly suspicious individu
al named Mack was in charge of
the City Hall cigar store when two
dapper looking young men en
tered. One carried in his hand an
envelope which was addressed, but
not scaled.
"Can you give me a ten-dollar
note for these ten bills?" he
asked. "The old lady wants to
s:-nd the money in this letter."
The ten-dollar bill v.ae immedi
ately given to the young man, w ho
apparently put it in the letter.
Mack counted the bills given in
exchange and found only nine
there. "There is only $9 in" this,"
said he.
"Oh, how can that be?" said
the young man. "The old lady
must have made a mistake. I
put the $10 in this letter and have
sealed ii. "Will you just hold the
letter w ith the 10 while 1 lake
the sfll to the old lady?"
Mack thought it fair enough, as
he believed he saw the young
man put $10 in the envelope. He
still holds it. It is addressed to
"H. Ed Idme, P.inghamton, N. Y."
Is was not long before Mack
opened it, but blank paper was nil
it contained.

house to-dav Chandler of Massa
chusetts moved that the house
concur in the senate amendments
to the World's Fair bill, this being
agreea to, the bill was final ly
passed, and will be sent to the
president.
The house then went in lo the
committee 01 the whole on the
legislative appropriation bill.
Butterworth 111 a oriel explana
tion of the bill said that in some
of the bureau departments there
was substantially a civil pension
list. It consisted of a number of
old persons who had faithfullv
served the government in the past,
but who were 110 longer able to
perform their duties.
D.ickery critisized the bill, say
ing that" it provided for the ap
pointment of 141 new officers at a
cost of $K1.500. Refering to the
civil pension list he saiel in the
departments there were employed
S97 persons who are whollv or
partialh inefficient, who drew
salaries amounting to $350,000. I le
thought if there was new blood in
the departments 60 or 100 clerks
could be discharged at saving
of $50,000 a year.
Bland addressed himseli to the
discusion of the monetary ques
tion. He spoke in favor of un
limited coinage of silver and
characterized the "Windoiu bill as
a demonetizing bill.
Cannon replied to Itockery's
criticism, in view ot the record
of the last administration and the
last congress, it seemed the gentle
man had swallowed a camel then,
and is now straining at a gnat. In
the fiftieth congress there were
created GS0 offices with an aggre
gate expenditure of $1,164,000.

THE SILVER UILL.
At a meeting of the house repub
lican caucus committee this after
noon the discussion showed no
material change in the views had
taken place since the last meeting.
The silver men managed to scure
one concession in the shape of an
amendment to the house com
mittee bill, which was offered to
the st aatorsrs as a partial compro
mise, obsolutlv refusing to rvur
chase not less t"han 2.000,000 ounces
of silver each month regardless of
price. The committee is also will
ing to agree that treasury notes
issued in the purchase of silver
bullion, be redeemed in coin or
lawful money, as well as bullion,
as propo-ed by the house bill. The
two sub committees will meet to
morrow afternoon for another con
ference. Representative Fitt from the
committee on loreign affairs, to-

diplomatic and consulor appropria
tion bill, the total amount ap
propriated by the bill is $1,400,552.
IN THE SENATE.

election he declared was arbitrary
and vicious, lie said that the
declaration that it is unsafe to com

voting classes.
Among other things he declared
that secret executive sessions are
no longer in harmony with the
spirit of this age. It was a relic of
monarcny, ami should una no
recognition in a republican form of
government.
