THE A OK OF SPECULATION
PASSED.
To the thinking, philanthropic,
man it cannot le otherwise than a
matter i satisfaction, to learn
that the practice of making money
by speculating in the food supplies
f the people, that is the accumu
lation of fortunes by creating
lictitious values either above or
below normal prices.and by manip
ulation without actual handling
really buying and selling on
future holdings accumulating
gains with rendering any returns,
has passed its day and probably
will not bear its influence in
future operations.
Not only are the prospects better
in that direction, but also in the
general speculative lield, wherein
:t few manipulators - have been
enabled to control an enormous
proortion of the wealth of the
world, the era of a change is quite
apparent, and a change to that is
for the better, for speculation was
never the handmaid of thrift or
pi ogress. It is said that not since
lS7t and 1S7S has there been as
little speculation in the great
staples as to-day, although in this
country there is one-lilth more
. grain produced, one-sixth more
tton, twice as much iron, twice
p much copper, and one-fourth
more coal than then, while the
railroad stocks and bonds dealt in
oi the Stock Exchange have
d'.ubled, and vast sums of other
securities have been added to the
total available for speculation.
The decadence of speculation is as
great elsewhere as here. The
stagnation of the stock exchange
is the subject of an article in Ihe
London Economist a month ago,
and it points out that dropping
the bank rate from 6 to 4 per cent,
and adding 80 per cent, to the
reserve have done nothing to
quicken speculation. The clear
ings on the "settling days" in
February, 18S7, were 111,174,000;
in 1883, 120,845,000, and in 1889,
only 100,937,000. "As the ordi
nary bankers' clearings on account
of the trade bills and checks of
the countay have not declined,"
says the Economist "it is the more
evident that this contraction has
been due entirely to the Stock
Exchange. Of this there is no
doubt whatever. The same de
pression exists in Taris, Berlin,
and Vienna. Nothing is doing at
either of these places in specula
tion. Two leading French finan
cial writers, M. M. Jacques Sieg
fried and George Levy, have just
published a book on the ebb of
business in the Taris Bourse. The
work has led to a wide discussion.
In it thev declare that the fall in
the Credit Mobilier,-the losses of
the Comptoir d Escompte in the
copper syndicate, and the collapse
of the Panama Canal have left the
great French financiers afraid to
venture on any new enterprises or
maintain the position of France in
the speculative traffic of the world.
Berlin is no better off. and no one
knows when the era of speculative
expansion there will reach its end.
No one has any adequate reason to
suggest for this collapse. The two
most often presented are the large
number of securities launched in
1889 and the extent to which the
market has been manipulated by
corners and trusts. The former is
the favorite explanation in Great
Britain. In this country charges
depression to manipulation. In
France it is laid to the enormous
losses in the Panama Canal and
other enterprises. In Berlin,
Vienna, and Rome, depression
succeeds overtrading and vast
realty speculation. The depres
sion exists, whatever the reason,
and it is to-day l he one great fact
which separates present conditions
from the past. The current of
mercantile business in all these
countries as as great as ever.
The hone of contention that
formed the basis lor the demo
cratic success in the usually repul-
lican city of Milwaukee, Wiscon
sin, was what is known as the
Bennett complusory education
law, a measure purely in the in
terests of the public echools and
opposition to w Inch is oposition
to public Bchool education in this
country. Even the democratic
workers realize this fact and t he
wiser anions them repudiate the
fruits of the victory, as witness
the words of the Chicago Herald,
a democratic paper: 'iJeniocracy
in this country owe much to the
public schools. Vreo schools and
manhood sulfYajjc are the poor
man's fortresses. lie can be rob
bed of neither unless he shall
foolishly yield to the blandish
ments of his enemies, lie would
amount to little without them.
The rich man can educate himself
and his children as he please.

schools for the training of his chil
dren. Both of these institutions
are the essence of American demo
cracy, and the day when they
shall be surrendered will be an
evil one for the Republic. So far
an the Bennett law is concerned,
its real enemies are chiefly the
enemies of the public schools. It
may have many thoughtless
opponents at this time, but they
are temporarily under bad influ
ences; they are misinformed as to
its nature ami cope, and they will
presently see their erior. To per
mit the democratic party in any
state to le used, even for one
campaign, as an instrument with
w hich to strike a blow of any sort
at our school system would be a
folly that could not be atoned for
in years. Let the democrats of
Wisconsin ponder v.ell their de
cision in thiy matter. Ther.- are
some victories that are more
costly and more disgraceful than
efeats."
The attempt of certain Eastern
pajers, notably the New York
Times, to assert that Secretary
Blain had nothing to claim diplo
matically in the Union of the
Central American states is as un
fair as it is untruthful, for Mr.
Blaine as early as 1S81 suggested
that every union to the states in
question. Mr. Elaine's influence
and statesmanship have also been
apparent in the deliberations and
successful issue of the Pan-American
conference.
