TIIF. PUBLIC SCHOOLS
CRIME.
ASD
A number of periodical and
writers have been busy oi late
collecting data, and publigliint:
statements to the effect that the
data collected elucidated the fact
that the public schools have in
creased rather than diminished
crime. One author showing"that
our school system is not elevating
the moral etandard of the rining
generation, as bad been ho an
guinely expected, but rather that,
aa the minds of the masses are
increased in knowledge, there is
an equal, if not more rapid, in
crease of vice and crime."
The assumption that the defect
is in the public school administra
tion fin not clearly established
however, and the effort to make
the public school a pcape goat to
carry the sins of the people, i not
a creditable one to either the
writers, publishers or that part of
the readers who accept the state
ments as facts and logical deduc
tions. It is a clearly established legal
practice, that tbe teachers in the
public schools mnst bear good
moral characters. It is also a fact
that with very rare exceptions
they do come up to that require
ment. It is also a fact that not
only are they morally efficient in
structors but also that a large per
cent of them are members and
workers in the churches, giving
them an additional claim accord
ing to the underlying spirit of the
articles in quostion to morality
in the applied ability to impart
correct instruction. Then why
the ciaim that the public school is
instrumental in spreading crime.
The churches arc ascendent in
all parts of the country and arc
strongly fortified by the Sunday
schools, and yet it is claimed that
vico and crime are alarmingly
prevalent and actually on the in
crease. But would it be fair to
eaddlo upon the churches and
Sunday schools the responsibility
of that increase? Then why the
effort to connect the publie schools
in any manner with the alleged
increase of criminal action among
the people. Evidently the thought
in that direction is born of a de
sire to dominate the public school
with more of an ecclesiastical con
trol. If a moro careful analysis of the
statistics of crime and their con
nection with the present condi
tions of tho human family, in
comparison with past conditions
we.e made, perhaps the conclu
sions in regard to the extent and
sway of the criminal elates would
be modified. Certain it i that
the allusions to criminality and
its connection with the public
school aa it is now being made is
both unfortunate and unwine.
APPLY THE SURPLUS.
Senator Plumb, of Kansas, has
created considerable interest by
enunciating a plan to appropriate
the eurplus in tho treasury towards
liquidating the public debt. Prob
ably be will take out a patent on
the idea, claiming it to be wholly
original on bis part, but he cer
tainly deserves credit for bringing
it out prominently and caueing its
discussion. His bill provides that
tbe money required to be deposited
for tbe redemption of national
bank circulation be covered into
tbe treasury and treated as funds
available for the reduction of the
public debt and for current ex
penses of the government; that all
funds held for payment of the
matured debt and interest due
and unpaid be similarly treated,
and tbat hereafter no lunda avail-
