WHAT I!I ILIS CITIES.
Good Sanitation and Good Streets
Are Chief Factors.
S-n Krun i-co H.illuii'i.
The nanitation of large tow ns j
in the interior goes on slowly. The j
difficulties are always great. No i
system can be very eltective that
is not cosily. When a town has
four or live thousand inhabitants,
water from surface cannot safely
be used. It is liable to leconie
impure without giving any evi
dence to the taste. Provision ior
wholesome water is generally the
first step in sanitation. I'-ut sur
face wells are, in many cases, pre
served and used long after the
water becomes impure. Many
tow ns have at times been scourged
with diseases w hich could be trac
ed to bad w ater, or bad drainage,
or both.
Every town is compelled to de
vise a system of its tun. Many of
the expedients adopted only serve
a temporary purpose. The experts
have come and gone. They nave
marked ont elaborate plans for
Los Angeles. Santa Cruz and Oak
land, and other towns. Perhaps
it was best to have the last word
from these sanitary engineers.
Good work accomplished in this
respect in remote places might
possibly the best for many tow ns
in this "State. Hut after all, the
several small towns w ill have to
take up the question without
much assistanco from foreign ex
perts. They cannot afford to pay
one of thete half as much as it
would cost to pat the tow n in good
sanitary conditiou. The most en
couraciiitr fact is that so many of
these towns are moving in the right
direction, Withm ft few years
hamlets have become towns, and
the latter have either become cities
or are rapidly reaching that point.
t.loseiy connected with the pro
'. blein of "sanitation is that of good
roads and streets. It fvnnui lie
said that a tow n is in good eani
! tary condition when its main
I streets are a sea of mud, and an
I embargo is put on travel on that
! account. Itoek anil gravel are
' rbean in the countrv. Good road
material can generally be bad for
the cost of hauling. The long
storms of the present winter have
countrv roads?
