The transference of capital from
one part of the world to tho other
is one of the most notable finan
cial events of our time. For the
past year or two wc have been
hearing of English syndicates buy
ing American manufacturing
plants and paying almost incredi
ble prices for them. Solid cash is
paid for some of them, and it is
one of the puzzle of the day to
know where the money received
has been invested. Other English
capital is going into Australia,
South Africa, and the Argentine
Republic, although not, as far as
we are aware, to anything like the
extent that it is" coming to
America. In the United States
there are also feen vast move
ments of capital from one section
of the country to the other. For
forty years there has been a steady
n vestment of Eastern capital in
the mines of the far West, accom
panied by an Eastern movement
of the gold, silver, copper, lead,
etc., from some of these mines. So
there has been a movement of
capital Imtb from England and our
Eastern States into the West for
the purpose of covering the coun
try with railroads, and, to the ex
tent that these have paid, divi
dends, S'une of the money has
come back again. More recently
there has been the great business
of Western farm mortgages and
investments in town lots in real or
hypothetical cities. Another great
movement is that i New England
capital into new cotton-mills in
the South, t-.gether with that of
Pennsylvania capital into Virginia,
Tennessee and Alabama iron
works. The Engineering and
Mininir Journal docs Hot share the
opinions of many w riters that the
influx f English capital into this
country is an evil, and that there
will be a constant drain of profits
out of this country as the result.
Dividends will undoubtedly lie
sent out of the cmntry, but much
of the money so sent w ill come
back for reinvestment, and will
bring other money with it. The
money invested here in new manu
facturing plants, when a market
can he found for their product,
gives employment to labor, and
the more labor there is employ
ment for the greater will 1o the
Lome market for Aic farmer, w ho
now produces much more than
the country consumes.

who claims to be well posted give9
some interesting information re
garding the possible union of the
United States and Canada. Tho
people alonir the line in the North
west and in the maritime pro
vinces, he says, are in favor of an
nexation. He points out that
commercial union would he a
natural policy for ht.th rountrieB,
but claims that the friendly feel
ings of the Canadians are not made
warmer by the hostile tone of
America toward England and
Canada.
The writer's assertion that there
is a great similarity in the people
oi the two countries, and in their
mode of life, is undoubtedly cor
rect. The people of Canada are
leconiin;r more thoroughly Ameri
canize.! every day, and are drop
piu;,' tha old Enslisli habits and
customs. This is almost wholly
due to the inlluence of tht people !

Senator Ikdph took occasion to
tell that body some facts alxmt
the Pacific coast with which they
were unacquainted. lie showed
the rapid development of all coast
cities and the inadequate facilities
the government had for doing
business, lie also made mention
of the harbors and jiorts that
needed caring for and which had
been greatly neglected.
In this connection it might be
interesting to mention that Al
bany, with a population next to
Portland, and jerhaps Salem, has
never received a dollar for a state
or government building. The
postofllce receipts this summer
will entitle this city to a postoffice
building. Oregon's representa
tives will not champion the inter
ests of this city in the distribution
of such financial aid unless the
people of Albany call their atten
tion to it, and work for it. Albany
should have a share of the thou
sands that are being spent annu
ally for this purpose, and the
citizens of this city should see to
it that her demands are recognized.
Senator Ixo.vli.s is evidently
determintrd that no helpless old
soldier shall remain without some
one to care for him. He recently
introduced a bill providing that a
soldier who "has lost both eyes or
one arm or one leg may get mar
ried to one who will care for him,"
and his widow, if she remains
single, shall receive $12 per
month during life. Considering
the total wretch a veteran must be
to avail himself of this offer, the
question arises whether Ingalls
isn't putting a premium on the
speedy dispatch of the maimed
veterans. The soldiers will prob
ably ask to be saved from the
widows who will swoop down on
them.
