stairs in the rooms formerly occu -
pied by the
Masonic lodire, where
larger and more commodious quart
ers have been fitted up. Patrons
of the paper will please observe
the change.

The Farmers Institute in Inde
pendence this week proved a suc
cessful meeting, The people of
Albany, and Linn county should
see to it that the session of the
institute to be held here next
week, on the 27 and 2S is success
ful and useful.
I.n the case of Dan Burke, the
drunken messenger, whose whisky
imbibing caused him to 1e -instrumental
in the loss of so many lives
at the Walnut Grove dam burst
ing disaster, he being released
from, custody lie-cause it was said
that there was no law to reach his
case, would seem to be one in
which assuming of a special law
for the occasion was called for. If
any man was ever guilty of a grave
crime, most certainly he was.
The Ladies Aid Society of this
city propose to erect an orphans
home and a public hospital, if
sufficient encouragement is given
them. About $1000 has been suli
scribed, and the land for the build
ings will no doubt lie donated. A
combined hospital and home for
orphans such as the society pro
pose to build would be a valuable
institution, and would ultimately
receive endowments, resulting in
the widening of its benefits and
an increase in its building-.
I r is no wonder that . the whole
civilized world is agitated over
such proceedings as the treatment
of Russian prisoners, the severity
of which is too shocking for com
mon publication. The govern
ment of Kussia may lie hampered
by Nihilists ami Anarchists, and
reforms may, from the nature of
the case, move slowly; but a gov
ernment whose system ia hi com
plicated, and is so slow in getting
at and correcting abuses in its
prison discipline as the govern
ment of Russia has shown itself to
be, has every inducement.to inau
gurate speedy reforms; and the
sooner it gets about them the
better for the world at large, and
certainly the lietter for its own
stability.
The Alaska Commercial Com
pany hiscs its valuable exclusive
privilege of taking fur seals upon
the islands of St. Paul and St.
Cteorge Wause of the competition
excited by its large profits. The
North American Commercial Com
pany, of New York, which is to
have the lease, is to pay more
than three times as ' much per
annum as was paid by the Alaska
Company. On the basis of 100,000 !

Pacific, the Oregonian points out
what it deems the necessity of

more is to attempt wasting the

ous, to prognosticate as to the un
derlying cause of Senator Stan
ford's recent conversion to the
wonderful money loaning and
saving's banks schemes ; but view
ing all of the conditions and
circumstances it cannot but be
deemed a natural sequence. His
advocacy of the scheme that is so
at varience with all his practices,
anil life long work, certainly gives
grounds for suspicion. The J
Chronicle thinks that it is a little
singular, to say the least, that this
philanthropic proposition is con
temporaneous with the movement
to reduce the interest on the Cen
tral Pacific debt from 0 per cent to
2 or ;. per cent per annum. Can
it le that the president of the
1 company wants to net a new stand-
ard of interest with a view to
sealing the interest on the railroad
debt? It is obvious that if the
government would accept 1 or 14
per cent a year as interest on farm
mortgages it could hardly refuse
to accept 2 ier cent on a railroad
mortgage.
Senator Stanford's plan is utter
ly nonsensical under the present
condition of things. Should the
Bellamy doctrines prevail, even in
a modified form, and the govern
ment become the owner of rail
roads and telegraph lines and the
like, it would then be time enough
to talk about making farms the
basis of a circulating medium ; but
as things now are people will be
very likely to see in Senator Stan
ford's plan only an attempt to
obtain a reduction in the rate of
interet on the Central Pacific
dest.
