NATIONAL BANK NOTES.
As the extinguishment cf the
National debt continues to be
rapidly accomplished, it becomes
apparent to all that some plan
must be adopted to change the
present law governing National
Eanks, or they must cease to exist
as banks of circulation, for the
security of that circulation is based
entirely upon the national bonds,
and as the debt is discharged these
bonds are of course cancelled. The
payment of the debt and the can
celling of the bonds will, of course,
withdraw the bank notes, unless
congress adopts sorre measure to
continue them.
Ex-Comptroller Knox has pro
posed a bill for this purpose, briefly
stated, the bill provides that banks
may issue circulating notes to an
amount not exceeding 75 per cent,
of their capital, and that 70 ier
vent, of this circulation shall be
absolutely secured by the deposit
of United States bonds at par, or
at the option of the bank, that one
half of such circulation of 70 per
cent, may be secured by a deposit
of gold coin or bullion or silver bul
lion, at the current market price of
such bullion at the time of deposit.
The remaining 30 per cent, of the
circulation is to be secured by the
establishment of a "National -back
safety fund." To this fund is to be
credited $3,000,000 at the outset,
viz., $1. 530,000 of Tnited States
notes and $1,500,000 of the National
bant redemption funds, thest
amounts representing about one
half of the lost and unredeemed
bank-note. This fund is to te in
creased by adding to it the semi
annual tax of l.i of 1 per cent, upon
circulation, and from the fund the
circulating notes of insolvent
banks, after the assets and stock
holders' liability are exhausted,
are to oe paid. This plan of Mr.
Knox does not strike the careful
thinking man, who looks at the
benefit of the largest number of the
people, without a judgment biased
by the glamour of the money in
fluence that the banks exert, as
being one to commend. The cost
of national bank notes to the people
at present, is excessive, and there
absolute security and universality
of circulation are there only re
deeming features. This plan vould
certainly add to their cost to the
people and to their profit to the
bankers, a condition . that cannot
be entertained. The National
Bank note circulation, if it is to be
continued, must in some manner
be made more available to the
people than it is at present. The
Denver Republican, commenting
on this subject gives some pretty
sound facts. It says : "Why
should the government lend its
credit to the extent of 30 per cent,
of their circulation to the National
banks ? At present banks are only
allowed to issue notes equal to 90
per cent, of the face value of the
bonds they deposit as seenrity for
their circulation, but Mr. Knox
would reverse this scheme com
pletely and allow an - issue . of 100
per cent, of notes on 70 cent, of
security. Why should the govern
ment lend its credit to the banks
in any way? Circulation is not a
necessary adjunct of banking, and
a National bank system can easily
be devised which will eliminate
the element of circulation alto
gether. If we must have paper
money in addition to the gold and
silver certificates now in use, why
not have treasury notes for the full
amount needed without having
any bank-notes at all ? The best
and most economical paper money
ever known in the history of the
world is the greenback circulation
of the United States. It costs the i
government nothing except for
printing, and it is good as gold any
where. As the country increases
in wealth the security which sus
tains the greenback circulation be
comes better and bstter, and no
stronger security can be imagined
than the faith of the people of the
United States which is pledged tj
keep the greenbacks as good as
gold always. So far as Mr. Knox's
scheme applies to silver coinage it
is a delusion and a snare. If the
banks were permitted to deposit
silver bullion at its coinage value
as security for their circulation as
a matter of course they would do
so because there would be a large
profit for them in buying silver at
95? .j cents per ounce and securing
circulation at the rate of $1.29 per
ounce. The increased demand thus
afforded for silver would raise the
price immediately as a matter of
course, and the banks would reap
a large profit on the advance. Mr.
Knox contemplates no such scheme
as this. He would give the banks
the option of depositing either gold
coin or bullion at 100 cents on the
dollar or silver bullion at about 72
cents on the dollar. As a matter
of course gold c.in or bullion would
remain always as valuable as it is
now, while silver bullion might
sink in pi ice any day and the
banks would naturally refuse to
take the risk of loss involved in the
purchase of large quantities of sil
ver bullion."
