CONVICT LABOR.
The matter of making convicts
labor, and in a measure at least
bear part of the burden while they
are being kept in confinement for
their country's good, is one on
which there are divers and various
opinions. It is a question however
of yital importance and one that
particularly interests the residents
of the state of Oregon, and one that
should be thoroughly discussed
and understood.
The Mist published at St. Helens
sums up a discussion on the sub
ject as follows : "The 200 convicts
in the Oregon state penitentiary,
employed by the Northwestern
Stove Company, of Portland,
manufactured 30.000 stoves the
past year. The company only
pays the state forty cents per d.iy
for the men, and many of them are
capable of earning from $2 to $3
per day for the company. The
profits on their stoves is such that
it enables them to drive out all
competition from the local found
ries. The state should be better
paid for the convict's labor, and it
is .probable the next legislature
will take the matter in hand."
The true policy of the state is to
-refuse to contract the labor of the
convicts. No private individual or
corporation should be allowed to
thrive upon their labor, but what
is derived from il should pass into
the hands of the state. In other
words the state should give em
ployment to the convicts and not
contract their labor to outside
parties.
It is all boah to talk as some ot
the papers and speakers do that
convict labor should not be allowed
to come into competition with
honest labor. . That would be an
impossibility it the state alone gaye
the employment, and is only a
comcomiant of the contract sys
tem, with a less wage stipend for
the basis of the contract than js
paid for similar work in other cir
cumstances and places.
It is worse than bosh and non
sense to talk of keeping convicts
without labor, for it not only be
comes a ruinous financial policy on
the part of the state, but it defeats
one of the main objects of the con
finement of the criminal, that of
reforming a;ad making better citi
zens of them, so that they will
cease to he a menace and a danger
to society when they are released.
A careful thinking person will
readily see the force of this state
ment, for it is an axiom beyond
civil that idleness cannot promote
morality, but that judicious labor,
if enforced with judgement and
humanity will promote morality,
and make' better men...
Let the state give employment to
the convicts, without the possibil
ity of private individuals or corpor
ations becoming beneficiaries by
reason of this convict labor, and it
will soon be demonstrated that the
enforced labor of the' unwilling
convict, can offer no competion to
the free and upright laborer, whose
produced commodity is offered in
the identical same market.
The liking for free trade that is
the leading idea of England and
her leading statesmen, does not
appear to permeate the colonies that
are still in' leading strings to the
English government. Australia

speaker in deciding a tie, which
practically means a victory for the

cannot bind all the world to her
purely sellish policy.

was conveying the supposed dead
body of a poor frail woman to the
morgue, for dissection and burial
at the public expenses, must have
had a realizing conception of the
trite saying, for the poor woman
suddenly sat up and asked for a
drink. She had been overcome
with fatigue resulting in congestion
of the brain so severe that the
physicians pronounced her dead.
Perhaps her request for a drink
was another case of the ruling pas
sion strong even in death.
Prouaisly about the most wel
come news that greeted the people
on the streets yesterday morning,
was the statement that the tide
had turned and the water was
actually falling. It relieved the
strain upon many an anxious mind
worrying over almost certain de
vastating losses if the waters con
tinued to rise.

wish that the inventive genius of a
German, who has succeeded in
making butter out of cocoa nuts,
would bring his invention over
here. Cows butter is scarce and
oleomargarine not exactly pala
table. Give us German cocoanut
