It is seldom that we see the
actual embodiment of real hu
mane and practically reformative
ideas, in the discussions of the
punishment of crime. Latent vin
dictiveness almost always colors
the views of the talkers or writers
upon the subject. Dr. Lydston,
however steps ahead of his coteun
poraries in this matter and takes
the lead when he nays that the
children of the convict class, and of
the very poor, should bp under
medical supervision, for the bodily
health has much to do with the
moral status. Education is of the
first importance. More kinder
gartens and schools should be
established. Let us educate the
children and grandchildren of
criminals if we would leave some
thing meriting the thanks of poster
ity, Convicts should not be al
lowed to marry and rear families
of criminals where possible to pre
vent it, and the . intermarriage of
blood relatiods among the criminal
class should be prevented at all
hazards. Give the classes who
are predisposed to crime some
honest means of getting a liveli
hood; above all. lead them not
into temptation by carrying the
pocketbook where it can be easily
filched, or by leaving the frontdoor
open to the sneak thief. The
powerful '.nfluence of the church in
the repression of crime ia too uni
versally conceded to require dis
cussion. It comes properly under
Che head of educational means of
repression, and is one of our uiain
8tayes. This must be acknowl
edged by every liberal-minded in
dividual, whether he accept the
teachings of the church from a
spiritual standpoint or as a social
and ethical necessity. In tins
matter, as in some others which
might be mentioned, the labors of
the scientific materialist and the
Christian philanthropist are sup
plemental to each othsr ; one can
hardly afford to sneer at the other
for the principles that gufde him
tin his attempt at the betterment of
humanity. "All roads lead to
Rome." Much can be accom
plished by the physical training of
convicts, and prospective convicts.
It is probable that there is bo bet
ter method of teaching' a boy of
evil tendencies selr-respcct than by
improving his physique ; thus the
gymnasium is a moral . educator of
no mean importance, Our methods
of correction need improvement;
criminals of different types - and
degrees of curability should not be
herded together . indiscriminately
and allowed facilities for mutual
moral contamination. They should
be classified, separated, and man
aged in the way that experience
has taught to be the best in each
type. The habitual incurable
criminal should be confined for
life; and no criminal should be
allowed to escape from the surveill
ance of the law until he or she has
demonstrated that a cure of crim
inal propensities has been accom
plished. Some one has recom
mended a system of parole for the
convict. Thi3 implies honest em
ployment for the ex -convict under
the eye of the law for a certain
period after his discharge ; at the
end of this time he is at liberty to
go his way, and ha3 learned the
sweets of honest labor. Convict
contract labor should be abolished,
as tending to foster a feeling on
the part of the convict that he is
the slave of the law, or of the con
tractor to whom he is assigned.

could be permitted to share in the
profits of their, thus accomplishing
a twofold object, viz., teaching
then, the dignity of labor, and giv
ing them a capital of money and
marketable skill wherewhh So gain

charge from jail. In our present
system, how do we discharge the
convict? Is he better, wiser, more j
capable of gaining an honest living j
than when immured in jail? No,
for he has learned nothing b;i
hatred of the law, new and im
proved methods of crime, new
ways to escape detection ; he is
more brutal, less susceptible to
moral persuasion, and more can
ning than ever. He has no capital
of money or brains ; every avenue
of escape from criminality is closed
to him; he is & jail-bird, with all
his emoluments and privileges
the principal emolument being an
opportunity to indulge his revenge
ful feelings toward those who have
punished him, and the principal
privilege that of breaking back
into jail. He has but one trade
that of the law-breaker and he
follows it with the firm resolve not
"to do better," but that "they
shall not catch me again." Does
any one extend the helping hand
to'save him from crime in the
future? Oh no! The law ha
vindicated itself, and is through
with the jail-bird until he is again
caught in some act. Who shall
say that the law has done its duty
by this poor deyil ?
Congressman Morrow ha3 in
troduced in the house of represen
tatives a bill which looks to the
real and genuine exclusion of
Chinese from the United States. It
prohibits Chinese from passing
through the country, excepting
only officials in the diplomatic or
consular service, and it makes no
distinction between Chinese who
have been here before and thoss
who have not. This bill, it is un
derstood, contains provisions for
the registering and certification of
Chinese who are not residents of
the United States, in order that
the exclusion clause of the bill may
be made effective, for, experience
has shown that it is impossible to
tell residents from immigrants un
less there be some means of identi
fication such as the registration
and certi'ication of the Chinese
would furnish.
Tjik question of the holding of
the World's Fair and its location is
one of the vexatious matters that
agitated the present session of our
National Congress. As far as the
location and New York city is con
cerned it is a significant fact that
they are beginning to talk, in that
city, that congress should first de
cide whether it will hold the fair
and then settle the location. All
the rest of the country think that
the question of holding the fair has
alreadv been decided. rerhais
New York wants to knock it out
altogether for fear that it cannot
get it, somethirg on the dog in the
manger style. Chicago seems to
be perfectly tranquil in its view of
the subject.
