Keports from the Blockade Are
by No Means Encouraging.

from tbe scene of the snow block
ade on the Central Pacific this
morning are not encouraging. The
fact that the barometer is falling
ut the summit and high winds are
sweeping over the snow-covered
bills is regarded as discouraging.
The wind which rose last night was
fearful. There is an unprotected
stretch of track between tunnel 13
and Trnckce, running ulotig the
base of the bills. The hurricane
swept over these hills arid tbe re
sult was great suow slides, which
completely covered tbe tracks.
Further trouble is expected from
slides, and tiiere is no telling when
ami where the next may occur.

direction was the signing of a

coasts of the republic and Asia.
The vessels will also have the
privilege of touching at ports in
California, and the company will
be designated as the Asiatic Mexi
can Maritime Company.
Tbe steamships of tbe company
will be obliged to make the mini
mum of a round trip a year between
Mexico and Asia, with tbe right to
increase the number to what may
be necessary for this business. The
Government will have the privilege
of frco conveyance of mails and
an allowance from the ordinary
rates for the conveyance of officials
or troops, and tho company will
have a monopoly for at least four
vcars.
The ships and properly of the
company will be lice from Federal
and State taxes, and tbe company
will have the privilege to erect aud
equip ship yards at two points tJ
be named, the sites to Le giveu liee
by the Government. The macbin
cry and material for their construe
tion aud equipment are to be
admitted duty lice.
Within eighteen months from the
date of the contract a coast line of
steamers betweeu Uuaymas andSalina
Cruz is to be established, and this line
is to have the same privileges hereto
fore granted to the Pacilic coast
steamship lines. Within four month
!rom signing the contract the conces
sionaire is obliged to deposit $10,000
in bonds of the public debt as eviceuce
of good faith in respect to the Asiatic
line and $5000 in respect to the coast
line.

A statistician in Washington has
collected some interesting figures re
gaidingthe employes of the govern
mcnt. ' There are altogether about
200,000 persons engaged in drawiig
government pay. Of these, 88,000 are
employed in the various branches of
the postal department; 0'2,000.are en
gaged in the legislative, judical and
miscellaneous divisions of the govern,
ment: 35,000 are in the army and navy,
and from 12,000 to 15,000 men and boys
are employed iq work connected niih
the navy and the construction of heavy
guns. This multitude of patriots an.
uually draws $105,000,000. Yet, not
withstanding the magnitude of these
figures, there is an appalling shortage
of ellices compared with the number
of office-seekers. The statistician
savs: "Assuming that ont orthe 65..
000.000 inhabitant of the United
Slates at lcasst 20,000,000 are grown-up
persons, men and women, there would
seem to be only one officeholder in
every circle of 157 grown persons, and
hone officeholder hi every collection of
ifiKi men, women and children." under
such circumstances it Is difficult to
sec how Mr. Harrison can help disap
poiating many of the desetving ones.
New York's Idiotic Handshake.
The new fasbon of shaking bands
is absurb, but it has been adopted
and it will be some years before
Bociety is emancipated, from its
grotesque influence. The old fah
ion of shaking hands wai good,
enough, but uuiversal desire for a
change has abolished it. Formally
when two people' met their arms
swung forward naturally, their
bands met and the arms dropped
in place. The mere act of shaking
hands was as natural as of taking a
seat or lifting a book. It is far
different now. . The whole cexmony
is instinct with deep thought and
careful elaboration. A man and a
woman meet and burst into a smile
of welcome. Then the woman
swings her right hand arm, which
is perfectly rigid, staight out from

among the early settlers in Cali
fornia has not been forgotten by tho
pioneers. The best evidence ot its
visit iu the early days is found in
tbe Alta California of Thursday

and here is what be wrote.
The California grippe is prevail
ing pretty extensively about these
days, owing to the unsettled state
of tbe wealbcr the conglomera
tion of bail, rain and sunshine.
Every second person one meets is
"half dead with cold' r "used up
with a cough,' and there is ns
general a - bark beard throughout
the community as if we lived in a
village of prairie dogs. The lungs
of the city are aliectco, and apothe
caries wax fleshy and rich opu
lent and corpulent. Misery likes
company, and it is not therfore un
pleasant to reflect that our city is
at present a sort of general hospital,
where asthmatics most do congre
