THE AMERICAN MERCHANT
MARINE.
The rehabilitation of the Ameri
can merchant marine is an issue
now exciting public attention, and
is no longer to be avoided. We
have reached a stage in which we
produce iron and steel as cheaply
as they can be produced elsewhere,
the like is true of most cotton and
of many woolen goods, and it also
is self evident that with a very few
more years of protection to home
industries we shall be able to ex
port almost every artfele in general
demand sugar, thanks to the.1
beet-root industry included. The
cost of production decreases year
by year, and hitherto, thanks to
the tariff, without decrease of
wages paid for labor. Great as
our home market is, and far great
as it serins destined to be, it yet is
desirable that we should continue
to enlarge our foreign trade. What
stands in the way of our enlarging
it? For one thing a tax of $150,
000,000 paid to foreigners who do
our carrying trade. For another
thing, Hie absence of those facili
ties of monetary exchange which
always exist in centers of receipt
and distribution of traffic. London
exchange is the exchange, just be
cause London is the destination of
most of the freight of the world.

bankers of London. Consuls and
ambassadors from South American
republics to the Republic of the
United States often receive their i
salaries in drafts upon London,
because the shipments of the com
merce of their republics are in
British bo'toins. By what means
has England attained this measure
of naval supremacy which has
made it the center of monetary ex
change? By subsidies. By what
methods are all the powers of Con
tinental Europe lessening the
measure of English supremacy on
the sea and in matters of monetary
exchange? By subsidizing vessels
of their own. What great nation
has withheld subsidies from its
own vessels while all other great
nations have been enlarging sub
sidies to theirs? The United
States. What natio.i has Jseen its
ocean trade diminish year by year,
while the ocean trade of every
other nation has increased year by
year? The United States. Two
bills are introduced to the senate
by Mr. Frye, each of which deals
with a phase of the atrophy which
afflicts our marine. In the debates
which these measures are sure to
evoke, many facts of general inter
est will be disclosed, and from the
interest which the discussion will
create there mayarise an irresisti
ble demand for American ships
manned by American sailors, to
carry American goods under the
American flag to all ports and har
bors of the civilized or half-civilized
world. We have learned to make
our own iron, to weave our own
cottons and wools; we need to
relearn the half-forgotten arts of
building our own ships and educat
ing our own sailors.
