Weekly Herald has been re
moved into the Foster block up
stairs in the rooms formerly occu
pied by the Masonic lodge, where
larger and more commodious quart
ers have been fitted up. Patrons
of the paper will please observe
the change.
EDITORIAL NOTES.
The New York World is respon
sible for the statement that the
Briee senatorial election cost that
millionaire $300,000. But then he
can afford it. Whether Ohio can
or not remains to be seen.

already expended upon the U. S.
navy the senate committee has de
cided to recommend the expendi
ture of $281,550,003 more. Good
navies come high, but Uncle .Sam
ought to be able to sport one if
any country can.
The blockade on the Southern
Pacific railroad is assuming a seri
ous aspect. Several hundred pas
sengers are imprisoned by pnow
and provisions are gettirglow. On
the top .f this comes the great
danger of disastrous floods and
washouts from the melting snow.
The proposed widening of the
Narrow Gauge Railroad is of special
importance to Albany. It would
give this city direct rail connection,
via the Lebanon branch, with a
wide scope of country, and prob
ably another transcontintal line, as
there is now a scheme to make the
Narrow Gauge a standard road and
push it to a connection with the
Central Pacific.

ency to convert useful energy into
destructive force. The people have
a right to govern themselves.
Sooner or later they are going to
do it. Those who place themselves j
in front of the engine will be run :
over.

United States would expend a few
thousand dollars for the purpose of
arming their'engineers, conductors

the train robbery industry would

could be more absurd than these
repeated acts of highwaymanship
in which one or two daredevils
bring a railway train to a stand
still and 'go through" the passeng
ers and the treasure box of the ex
press company.
A disi'Atch from Berlin states
that in the sfomach of a shark
which was recently dissected in
that city was found a dolphin
weighing 120 pounds, forty-three
fish, a decomposed seal, a human
arm, and four human legs. With
what earnestness that shark must
have been accustomed to put up
the petition : May good digestion
wait on appetite. 'Reading be
tween the lines of the dispatch, we
seem to gather that it was Idyspep
sia that carried him off.
The international conference in
Washington, upon Marine subjects,
has been one of the important re
. cent meetings. The Boston Journal
says that some surprise has been
occasioned by the fact that the
Marine conference at Washington
adjourned almost with the incom
' ing of the new year, instead of con
tinuing in session two months
longer, as it had been authorized
to do by congress. It has even
been suggested that the conference
had come pretty near a failure, but
such an idea is totally unwarranted
Though the deliberations have not
covered all topics which it was
hoped to consider, yet substantial
and, on the whole, satisfactory re
sults have been achieved, and if
decisions of the conference receive
the sanction of the several govern
ments, ocean commerce will be a
great gainer by the gathering. The
"rules of the road at sea" mono
polized the chief attention of the
conference. All but five of its daily
sessions were devoted to this im
portant topic, and it is believed
that an improved code of regula
tions has been made available.
Other subjects discussed were
proper boat and life-raft equip-
ments for passenger yessels, a uni
form system of buoyage, and the
removing of wrecks and similar
