Thk prolonged blockade on
Southern Pacific railroad can
attributed mainly to the fact that
i such a heavy and continuous fa
' of snow is so unusual on the Pacific
j slope that the railroad company
! was not prepared to meet. it. The
company has done all within their
power to open the road and to care
for the belated passengers. The
loss and damage to the company
will be heavy, i rains will no
doubt be running within a few
days.

BRITISH
INVESTMENTS
AMERICA.
IN
The New York Bulletin esti
mates that British investments in
foreign countries for the current
year wHI exceed $90J,000,000, the
total for the first eleven months
being $890,617,695, exclusive of
venders' shares. Last year the
capital subscribed to loans and
companies of all descriptions
amounted to $300,745,000 against
$480,330,000 for 1887, and $505,370,
000 in 1SS6. the latter being a little
less than the total for 1884. The
astonishing magnitude of these in
vestments in the last two years
may well cast doubts on the sobri
ety of the judgment of the men
who are responsible for them and
the wisdom of those whose capital
has been distributed by them over
every quarter of the habitable
globe. These British investments
have formed a prominent feature
in the United States the last few
months even extending to us on
the Pacific Coast. They have in
cluded elevators, breweries, flour
ing mills, patent medicines, and
probably some other lines of in
dustry. High prices were paid in
each case reported thus far, but in
most instances a systematic inves
tigation proceeded the purchase,
and the property may provejto be
worth the money. Much greater
risks have been undertaken in the
investments in some other coun
tries, especially in the Argentine
and Brazilian republics,, the Chil
ian nitrate companies, and in
Africa. The probability of loss in
some of the directions is a great
one. The one shaky feature in
the situation is that the great
majority of these investments are
made by speculative promoters or
agents, and not by the primary
subscribers to the loans. They are
operated by the trust and deben
ture companies, which have multi.
plied almost like flies in hot
weather, and are mainly responsi
ble for the placing of the cash.
' This is, however, no special reason
for disquiet here over the prospect.
The investing mania in England
has resulted in the placing of large
6ums on this continent, and the
money has gone into circulation
without perceptibly inflating any
thing except the quoted values of
the properties actually sold. Capi
tal is cosmopolitan in its use, and
nnless invested in a monopoly it
generally does more good to the
communities among . which it is
place 1 than is realized by the own
ers in the shape of interest. The
building up of the great ' West
would have been long deferred, if
not impossible, without the aid of
capital borrowed from the East
and Eurooe.
Perhaps it will be a satisfaction
to people to know that as an offset
to the n-neiisn capital invested in
this country, Americans have in
vested about nine million dollars
in Canada. Of course it does not
matter that these investments are
on the forced order, and that the
capital pays no interest to those
who furnished it on this side of the
line, it is all the same safely and
securely invested in Canada by
absconding cashiers mostly.
