President Harris n '' ve a incep
tion Thursday to arout fitty big
Sioux Indian chiefs, who have gone
to Washington to lalk about their
land interests.
The reception was witnessed by
Mrs. Harrison, Mrs. McKee, Dr.
Scott, Postmaster-General Wana
m.iker and other-". General
Warner introduced John Grass, of
(itandinn Kock agency, who made
a good-natured speech to the presi
dent, in the course A which he re
marked with great humor that this
was not a scalping visit, but mere
ly a friendly cali. His people
would like, union.' other tliin.s, a
boundary linn for their reservation
and better schools. Another
Indian, Americai, aUo m !. an
address, after whic't the president
spoke to the delegation through an
interpreter.
"I a:n glad," ai 1 he, "to meet
fo mtny representatives of the
Sioux nation. Yo lr ir.tn interest
is in tho direction of legislation to
settle each of you on a farm of your
own. It is the p ilicv f the g-v
eminent to give your children the
advantages of schools, which you
have not had. I will read with
pleasure the report of ihe commis
eioners, and it will give me still
greater pleasure to aid "them in
securing fiom congress those laws
that are necessary to meet the sug
gestions made by the commission
ers." FORMGN lMMl-jR.iltO.
The question of tne danger, seis
ing out of the co-ming ing of
such vast numbers of foieiners,
who are not t-onvt-rsant with cus
toms, form .f government and the i
best interests of cjun:ry, a has
been thronging to our shores as
i in migrants, has been one if im
minent moment. - It-appears that
the danger is in a measure averted,
as a iortiou of the tide is turning
lsewhore. It is stid that immi
grants are now arriving in the
Argentine Republic from southern
Europo at the rate J 1,000 a day.
The total received by the United
States from all countries is slightly
below a daily average of 1,500 A
new country with less than 4,000,
000: inhabitants is drawing a Eu
ropeaa immigration almost as
great as our own. The immigra
tion problem w hich has given some
persons so much trou le is in a
fair wy to solve itself. The
United Mates can scarcely any
longer he ca'led a nev country.
For many years it was the only
place to which a Europe in in
search of a no a- ho ne could go.and
therefore we cau.ht the overflow
of entire Europe. Of late many
new regions with' a des-irable i-oil
and climate have been explored
and thrown ojien tc settlement,
and their advantages have not
escaped observation in the Old
World. We once had the field to
ourselves, but we now have many
competitors. The strongest rivalry
with us for human lieings is offered
by the southern portions of South
America. Chili, Uruguay, and
southern Brazil, as well as the
Argentine Republic, aie receiving
ruany immigrants, 'lhey have
largely diverted to themi-elvea the
great stream of people flowing from
southern Europe which voud
otherwise have come t our shores.
A few Spaniards and many Italians
arrive here, but the number is not
comparable tj wuat k wo it I i ave
been had Uot the few world of
southera outli Ameiica been
opened to tbeui. Tin re they find
a climate morj like their oun, and

be regretted. We have had an
Anglo-Saxon foundation, and the
bulk ot our immigration hasalways
been from ureal Britain and Ger
many. The Anglo-Saxons and the
Germans, both belonging to the
Teutonic race, nielt easily into each
other and after the fir-l generation
all distinctions are lo.t, but the
Italians and Spaniards even in this
country retain to a great extent
their racial characteristics. If
there beany great danger to this
country in immigration the . res
ent tendencies of tiie latter are
likely to remove the larger part ol
it. The foreign arrivals yeailv
hear a smaller propi L i 1 1 to t..e
population here. At the prevail
ing rate, the foreigners eoier ng
the Argentine Republic aim unt in
a year to one-tenth of its presein
pouulation, but tho.e who came
here form only the one humlred
and fiftieth part of our .nhabit.nita,
and the number will soon be rela
tively less. While our populafou
is rapidly incrca-iu.: our ton-ign
immigration is slightly declini!!,
j and, unless extraordinary misfor
tunes befall Kurojie, is not likely
to exceed 500,000 a year. This
number received by seventy or
eighty million persons will be
quickly assimilated, and will be
but a small factor in toe life and
movement ot th Nati n.
A ilan is tning contrived by
congress to number and keep ac
e unt of the Mougoh ins in the
United States. Representative
Morrow, of California, 11.1 intro
ducedabill propsing to require
the superintendent of the census
to enumerate the Chinese popu'a
tion of the United States, and to
issue (o each Chinese a certificate,
which tdiall be regarded as the
sole evidence of his right to re
main in the United States, but
sh-tll not be evidence of his right to
enter the country. Chinese w ith

the enumeration may be arrested,
convicted of illegal residence, and
