tages in getting men whose im
pulses run away with them into
the hands of the monev-lenders.
The difference between corporate
institution and individuals, as far
as governmental treatment is cou
cerned and indeed as far as treat
ment from all quarters is concerned
is pretty well illustrated in land
grant business and in the deferred
payment of bonds of the Pacific
railroads given for money advanced
by the government for their con
struction. If an individual is
granted a moiety of the public
domain, in the shape of a home
stead or pre-emption, and he fails
to perfect his part of the contract
to the full letter of the law, the
contract is null and void and the
title immediately reveits to the
government. On the other hand
if a railroad is granted a slice of
the public domain, and fails en
tirely to perform the requirements
of the contract, it still claims the
land, and it takes years of congres
sional enacting, and possibly liti- j
gating, to reinvest the goverment
with the disputed title. Why this
difference? The corporation should
be treated precisely as the indi
vidual. Again ;f an individual enters into
an obligation to repay borrowed

Tnc matter of admitting Idaho
as a state seems to be permeated
with the same difficulties that
attend the admission of Utah,
namely the strength of the Mormon
chi'rch in the territory, and the
danger, ai'ter the admission, of the
assumption of power by the Mor
mons, and the real coalescing of
church and state. It is true that
the proposed constitution contains
an anti-polygany clause, but when
once the state government is
formed that clause can be easily
emasculated, it" the Mormons are
in the ascendency, of w hich condi
tion there seems to be real danger.
The indications are that the next
congress will use strong efforts to
aoonsii the internal revenue sys
