various North and South American
governments, at Washington, in a
conference congress, the initiative
of which was inaugurated by our
government, the scheme is attract
ing attention and remaik.
Some of the European govern
ments are betraying alarm over
the action that may arise in that
conference, fearing that the United
states may gain a commercial
