The belligerent qualities of
Canadian editors are remarkable to
behold and will probably give
their pent up energies ample room
to elference. Several of tlum
want to walk into Uncle Sam and
give him a thorough drubbing. If
something of that nature should
actually loom up they would be
found skulking a ljn;j distance in
the rear.
The bulk of the grain in Linn I

At the International American
congress which is to meet in Wash
injrton in October every country of
Central and .South America which
borders upon either ocean will
have a proposition to submit rela
tive to the establishment of a line
steimships between their country
and the United States. They will
be prepared in all probability to
make agreements for their propor
tion of subsidies to ba paid to su.h
lines, but it is certain that they
wdl expect the United States to
meet them more than halfway,
inasmuch as this country is to re
ceive the lion's share of the orie

can nations that, because certa'n
corporations imposed upon the
I'nUcd States government some
yvars ago and abused t he confl
uence of the nation, no man in the
Lai's of congress dares to mention
:ln: word "subsidy," no matter
in-y.v useful t'ne purpose which a
subsidy might subserve? Or are
we to say to these delegates that
the United States is too poor to pay
vn a decent compensation for
carrying the mads to foreign coun
tries, or that we prefer to see g eat
Britain absorb the currying- tr;-de
vi the world ; or that or- country
bus forgotten the p t of navigation,
or that the interes'.i of our sea
coast states are to be subordinated
to the interests of the interior? In
r-hort, unless we can aree to the
propositions which these delegates
are stir? to make, what reasonable
"xcr.se can we find for refiu.l?
We, the people of the United
States, are very fond of boasting of
our enormous wealth and our ma
terial progress, and as compared
with the countries of the Old World
wo liaTo ample justification for our
boasting; but when comparisons
come to be drawn between the
United States and such wide-awake
go-ahead nations as Chile and the
Argentine It.-jmblie, it may be
that modesty will become us better
than vaingloriousness, and that
the eagle's scream had better be
hu.-hsd. At all events, if these
and other nations come to us with
proposals for the reconstruction
and rehabilitation of trade and
commerce, i' will ill belit the
ho:i r of the United States to ttotn
th . cold shoulder to them.
Why should we not have enough
national manhood and independ
ence to a -ert ourselves, and to do
boldly and fearlessly tl -it which
every candid person must admit
will bo of incalculable benefit to
the people of the United States?
There is no question of partisan
politics in this matter of aiding in
the establishment of American
steamship lines; no peg upon
which the campaign orator can
kang a speech, no room for rhetoric
or eloquence. It is a plain busi- ly attended t,
ne.-s proposition, and congress will
ir::s;Av wi'l close the constitu
tional convention at O'ympia. Ihe
constitution wdl then besubmitted
to the people, alter which Wash
ington will drop the teiritovia! form
