THE NEW STATES.
lieferring to tho fact that one oi
the acts of the fifteenth congress,
almost in its dosing hours, was the
passage of a comprehensive enab
ling act granting permission on
certain nominal conditions, for the
formation of the four new states,
"Washington, Montana, North
Dakota, and South Dakota the
press of the soon-to-be-states in
dulge in some patriotic reflections
concerning their admission, and it
is with pardonable pride that the
peopls of those territories, who
have long been knocking at the
door of the union, are now to be
received as an intergal part of this
country with all the rights and
privileges to which the' as states
are entitled. There can be no
doubt whatever that the conditions
will be punctually fulfilled, that
the privileges and responsibilities
of statehood will be very gladly
accepted, and that the "new con
stellation," which began its course"
with thirteen states, will number
forty-two duriug the first year of
its second century under the con
stitution, me numerical :ncrease
of states is itself indicative of a far
larger increase in other forma.
"When there were but thirteen
states, they hugged the Atlantic
coast so closely that every one of
them might have been called a salt
water state. As the roll of states
has grown longer, it has meant
that the center of population was
moving westward, that orderly
government and all the forces of
civilization werecreeping along the
Gulf of Mexico and the shore of
the Great Lakes, across the Missis
sippi, and beyond the Rocky
Mountains tu the Pacific.
Kach successive admission of a
new state has been a milestone in
the march the American people
.toward the dominion of the con
tinent. There is, perhaps, a tech
nical question whether the admis
sion of the new states is so far
-accomplished by the mere enabling
act that their representative stars
may properly be placed on the flag
for the approaching Fourth of July.
It is not probable, however, that
the question will ever assume any
practical importance. The older
states of the union will not be apt
to cavil on points of etiquette in
the welcome with whic h they meet
their new sisters, or to stickle on
the exact location of the threshold.
The field of forty-two stars may not
be legal for Federal agencies until
next year, but there is assuredly
nothing illegal in the prior recog
nition by states and private jersonB
i the practical relations of the
new states to the remainder of the
union. Such a recognition would
be at the worst but a brief and
passing .irregularity; and that is t
hardly to be placed in the scale J
relatives to two regular physicians
that he is of unsound and unsafe
mind, he may be dragged into an
asylum and debarred from offering
any counteracting testimony to
nrnve hissanitv. It need hardly
be stated how tempting and how J
easy conspiracy becomes under this
system, where immense property
interests are at stake and where a
man is conveniently adjudged
insane by greedy heirs because he
chooses to use and dispose of his
own accumulated earnings as he
sees fit. Once within the walls of
an asylum the way is open to keep
the victim securely from conferring
with counsel, to place him under
guardianship, and provided his
keepers are open to bribery, to
make him insane by abuse, or
even to kill him by a gradual pro
cess of maltreatment. For the
honor of human nature we hesitate
to think there can be such fiends,
but none the less is it the duty ot
societv to go to the bottom of all
such recorded atrocities as those
testified to in Chicago and Auburn.

plans, specifications, strains, diagrams and
bids will be received for building a bridge
across the north fork of the Santiam river,
about 200 tcet below the Stayton ferry, said
bridirc to be (!10 feet Ion:: and 10 feet lonjf
and 16 teet wide in the clear; piers to be of a
sufficient height to bring the. bottom of the
flour beams at least 22 feet above low water
mark. All bids must be filed with the clerk
on or before 1 o'clock p. in. of the above
mentioned day, and act onipanicd with certi
fied check of five per cent of bid, as by law
required. The court reserves the right to
reject any and all bids
