Salem, May 28 Thd sixteenth
annual session of the Ohgoa State
Grange- convened in j!i senate
cbsrsbM Of the capitoL-,10 ji.
to-day, a full attendance .6tfmetn"
bers and visitors bcm; present.
Thomas McCoia is, wife and
daughter, Jennie B. AicConneJl, to
gether with A. T. Dewey and wife,
editor of the Pacific Kural Press
and secretary of the California
State (Jiange, were present as rep
resentatives of that state.
The committee on credentials
fcund sixty-one delegates present
to represent the various counties
of the state and Washington.
The - afternoon session fvas an
open ne and the large senate
chamber was tilled. Worthy
Master II. E. Hayes called the
meeting to order and introduced
Governor Pennoyer, who gave an
address ot welcome setting forth
the condition of the agriculturists
of the land. The picture drawn by
his excellency, while it portrayed
many truths as to the husband
man's condition, certainly nade it
rather strong when he depicted
them as a class of nomads through
the machinations of corporate
power aHd greed. However the
governor's welcome to the grange
was hearty and whole-sonled, and
offered in well chosen words.
.Mrs. I. L. Hilleary responded in
the well kticwn literary ability for
which she is. noted, giving a line
tendition of the history and growth
of the order and its aims, objects
and accomplishments. At the close
of Mrs. Ililleary's remarks Mrs. .j.
II. Strickler sang a beautiiul solo.
Jrdge II. P. Boise, in behalf of
Salein grange, gave one of his
most excellent addresses, welcom
ing the state grange. He ably
pi esented the matter of the trusts
and corporations. At the close of
his interesting and valuable Tra
duction, the audience was favored
w ith a most excellent vocal duet
by Mrs. I. A. Manning and Miss
Aiabel Gray.
"W.'A Sample, of .Ujnnfilla
county, a inost worthy .Asam pie"
of our great "and fertile inland
empire, replied to Judge Boise in a
happy and earnest manner, map
ping out a course to pursue to re
lieve the husbandman from his
present difficulties, being the sim
ple fact of working together as a
unit.
At the close of his remarks Mrs.
Strickler again favored the audi ,
ence with a beautiiul solo.
Mrs. t. L. Hayes I hen delivered
the fallowing nddress of welcome
to lie California Tisitpr9:
Worthy Master and members of
the California state Grange: It
becomes rwy privilege aod pleasure
npon tins cccassiou, in oeoau i
the Oregon State Graoge, the mem
bers of Salein Granse and the
Patrons of Husbandry throughout
this Northwest jurisdiction, ex
tend to jou, each and all. a rani
cordial welcome.
Welcome to onr Capital, wel
come to our State, aod thric wel
came tm tin; hearts and hemes nf
a'. I, whese industries and interests
are idential with jour own.
The occasion which has brought
us together at this time, which has
caused jou to leave for a brief
season your hemes in sunny Cali
fornia, risking the perils, and en
joying the pleasures of an extensive
journey, that you miaht minglo
your tuoueuts and sentiments with
those of your brothers and sisters
in Oregon, is one which directly
interests the entire population of
this grand Pacific Slepe, fur all
along its borders, its fertile valley,
broad prairies, inland villitgts and
mountain recesses, there are thous
ands of farmers, who realize that
self-protection is the direct out
growth of organization, and watch
with hopeful interest, the delibera
tions of this body.
The valuable mineral resources
of the state yon represent, have at
tracted to its vast fitldf, these
hardy pioneers who bravely battled
with danger, toil and privation,
while securing for themselves and
postersity, their now pleasant and
attractive homes, situated in the
uicst favored portion of our loved
America, where soil, climate and
scenery are unexcelled, and the
strides made in agricultural,
mechanical ana educational ad
vanement, have surpassed during
the last half cantory, the si of any
other state in the Union.
Brothers and sisters, you are
justly proud of California. Proud
of its magnificent cities, beautiful
farms und prolific ' vineyeards, its
mountain peaks and lovely valleys,
but most of all, proud of its intelli
gent, ambitious people, and the
1D91UUUVU9 ui inipiu, seconut )
none in the United S.ates. wide!:
they hive so libera'ly reared.
As the screeol.ing lacomi. ivc
whirled you through the tunoeis of
Siskiyou mountains, and across the
boundary connecting the States of
California aud Oregon, you passed
into a country where snow clad
mountains glisten in eternal splen
dor, whose natural resources are
unsurpassed, and when beautiful
streams of crystal water, punue
their ceasless course, through pro
ductive valleys, populated by a
people, whose hearts like rlie
arteries of our great State, flow out
for the good of all mankind.
To educate aad consequently
elevate, the farmers of the United
States, is one of the grandest ob
jects of the organization represent
ed beneath the dome of Oregon's
Capitol to day. And these .gentle
men and ladies, representatives of
different sections of this young and
prosperous State, are each striving
todo'thsir share in this moment
ous work, while ' your pretence,
rjrotheis and sisters ot California,
verities the asseiticn that the
firmer of the golden State, are
laboring baud in hand, with the
agriculturists of this great North
western country, for the promotion
of the noble principle", which
underlie the foundation ot our
Order. And during youi brief
sojourn among our people, may
the ties of friendship which now so
closely bind us as sister states,
become so interwoven in the
fabric of this the most important
industry of our Republic, that the
operations of designing men, will
arouse our zeal and bind us in a
closer und more perfect union.
Again brothers and sisters of
Calitornia, I extend to you a hearty
welcome.
Secretary Dewey, of California,
responded in as beautiful and ap
propriate words as are the bright,
beautiful climate and productions
of California, closing with a beau
tiful poem upon the California and
Oregon brotiierhoud
Hie annual uidress of the
Worthy Master reviewed, in a con
cise manner, the M.v.een years ti
ensteuee passed by th- State
Grunge, showing miip.e cause for
grutiticanon vcr tue present stand
ot the order, and the influence i.
extrts in the body politic and with
the mas.es of the peaplc. Its
educational features have developed
tanners and farmers' wives into
amply tjuuliueu leaders aud pie
siding olhcers over utliuerauv
bodies. The social and moral
status of entire neighborhoods has
been raised, and letinement and
cuiture carried into the country by
its influence. In financial matter
the principle of live and let liv
has been, forced into application
b j cooperation established. -The
danger to the masses of the peepl
through the controlling influence
ot tue immense fortunes being ac
cumulated and combined was
pointed out. and the fact also that
the interests of the producing
classes cannot be sately confided
wholly to the hands of those who
make politics a profession.
The evidence is conclusive that
those farmers inside the grange
nave advanced in information tar
beyond those out side ot it, aud
have became better speakers and
writers upon the national questions
affecting our welfare.
Alembeis were aamouisbed to
make the iarrri the choicest spot
on earth to the tamiiy in beauty
and refinement. The best thorough
bred stock unon the farm becomes
the amily pride and helps to make
the home the highest attraction,
and it is bctte1 that a thousand
families should owo one thorough-
bud cw eacn (ban tnat no
family should own a iuou:tud and
nine hundred and muty-nino rc
destitute of gilt edged butter at
home. Every farm should bavo
butter and cheese factories at home.
The growth of sugar cano and the
production of sugar, in localities
adapted, was recommended, and
other diversified crcps, to super
cede unprofitable wheat raising, in
eluding the tobacco crop, to assist
which the remoyal of the internal
revenue tax was recommended.
Political corruption was de-,
nounced and the caucus power ob
jected to and advice given to raise
public sentiment in opposition to
it. The effort to suspend the
coinage of silver was ie:crred to
and its iniquity fuliy demonstrated.
1 be effort ot the late session of
Oregon State Legislature to create
ntaxable bonds was denounced m
strong terms.
The railroad commission bill was
also objected to and its supporters
denounced.
The matter of changing the
Dnited States constitution so that
United States Senators shall be
elected by the people was referred
to and the action of the legislature
in reversing a former favorable
vote to that effect was sharply
criticised, when it is conclusively
shown that the people favor :t.
Financial cooperation among
farmers was strongly recommend
ed. Power to a railroad commis
sion was recommended and advice
given to vote for no man who will
not pledge his support for a law
contrehng freights and fares.
The failure of the legislature t;
pies an assessment liw thtttluuld
ue fair to all classes was regretted,
und lurmers urged to formulate a
law toat shall more equally dis
tribute taxation. The Agricultural
College appropriation for the pur
chase ot a lurui was spoken ef and
the action of the board in m&sjng
the purchase referred to aud farm
ers uiged to patronize the school,
which every endeavor was bein
made to make a truly agricultural
college.
The grange work
throughout
the country was shown to be on
tbe increase. Especial commen
dation was accorccd to the new
department cf woman's work
which had been instituted this
year. The state lecturer John
Simpson and the deputies were
accorded great credit lor the years
successful work. The new granges
east t the mountains are increas
ing in numbeis tnd organizing
county councils and pouiod.i
granges.
A noble tribute ras paid to the
memory of Past State Cuap.ain, A.
Shumway of Idaho Ter of the
jurisdiction, aod National Grange
Master Put Darden of Miss. .
The matter of binding twine was
handled by advisitg tbe use f
h aders and old hand binding
machines.
Special call was made in tbe in
terest of tbe youth of the land aud
for the spread of tbe grange.
Tbe Rural Prees and California
Patrons were earnestly recommend
ed as the ablest of the grange
papers and its Oregon department
ably edited.
The Secretary and Treasurer's
reports showed that tho order bad
materally grown during the year,
the receipts being larger and the
membership increased. Nineteen
new granges have been organized
during the yaar and foul old ones
reorganized, and the prospects are ;
good for still farther increase. :
The appointment of Ex-Governor
Rusk of Wisconsin as commission
er of agriculture by President Har
rison was strongly condemned.
The evening session was taken
up with the exemplification of the
unwritten work of the order.

RHODE ISLAND ELECTIONS.
The Legislature Electa Republican
State Officer.
NEWi'OHT,May 28.-To-day proved
to be a fine one for the inaugura
tion, governor and state officers.
The senate is republican and the
house democratic. The two bodies
met as a joint committee and ap
pointed a committee to count the
votes for the general officers cast at
tbe 6tate election. The committee
reported no election by the people
except for attorney-general. The
assembly then chose the following
republican state ollueis: II. W.
add, governor; D. H. Littlefield,
lieutenant governor; S. II. Caes,
secretary of state, and Samuel
