In considering the future of our
race and country, it is essential
that each individual should weigh
well the question of individual re
sponsibility in the subject. It is
not onlv what is best for present
happiness and welfare, but what
will be the influence on ttiose who
come after us that should occupy
our thoughts. The Independent
cava hPsMM lhe study ot individual
conditions of health, it well be
hooves us to consider the tendency
to race elevation on the one hand
or race degeneracy on the other.
For it is the record of history as to
nations that have ceased to be,
that the earliest signs of decay
were those that betoken a loss of
physical vigor. The forces now
operating for the injury of public
health are more forceful than in
any age which has preceded it. In
this we do no refer to the results
of squalid wretchedness, which
have been quite the same in every
age, but to those devitalizing and
enervating forces that are active
amid high occupations and are the
outcome of our present civilization.
Factory industries have become
relatively much more prominent
than laborers in the field or on the
sea. Not only do indoor occupa
tions cause a greater tax upon
physical vigor, but modern appli
ances, instead of relieving, often
complicate the problem. Certain
habits, too, have so gained in their
prominence and potency and in
th neriod in which they are ac-
nnirfid a areatly to impair the
viVar of uoDulation. It would be
a comfort if these results could be
confined to a single generation;
but what we now know of the laws
of heredity cives to them a fearful
significance. The generation that
uses its eyes in reading on the cars
and by the brilliant light of gas or
electricity is sure, not only to create
a greater demand for spectacles in
the next generation, but to multiply
indefinitely various forms of im
perfect vision. The parent who
indulges largely in the use of
tnhaccoand "Alio, perhaps, began
with !iis cigarette in childhood, J
may survive th; slow and insidious
effect, but there is too often an
inheritance of weakened muscle,
flabby heait, disordered nerve, cr
over-sensitive brain. The entail
ments of alcohol, in all its fcrms
fiom wine to beer, aie too
are afraid to go into the scheme
alone, and deem it very important
that the assistance of American
capital should be enlisted. This,
of course, would be for the purpose
of preventing any interference by
the United States government.
While the Americans do not appear
to be very much averse to the
scheme, they do not grasp the op
portunity offered eagerly, but
advise delay, in the hopes pre
sumably, that they may have a
chance to secure the plant from
the Frenchmen for less money
than they are now willing to take
for it. Since work was first begun
on the Panama canal, it has met
with vigorous opposition in this
country, and now it would be re
markable should the work that has
been so strongly condemned in
the United States be completed by
captal furnished by American
citizens.

DeLcsseps will not give up the
project, although it is impossible
for him to raisj the requisite funos
in France for its' completion. He
has consequently opened negotia
tions with English capitalists to
cccure the money from them, and
it H announced that his efforts are
not unlikely to meet with success.
However, the wary Englishmen
must be filed with the clerk on or before one
o'clock r. m of the aooye mennqneu
bids must be accompanied by a dopogit of 5
per cent of bid. The court reserves the right
to reject any and all Dias.
