THE NIC A IiA U UA CA NA L.
In view of the undertaking of
the United States government
looking to the completion of the
Nicaragua canal, something con
cerning the history of this great
work will not prove uninteresting.
The fii6t survey for the canal was
made as far back as 1850, and civil
engineers have continued to aflirm
the entire feasibility of the work ;
in aid of which nature has excava
ted the major part of the route,
and supplied it with the necessary
water. The canal starts at the
mouth of the San Juan river, at
Greytown, on the Gulf of Mexico,
and runs west by north 170 mileo
to Crito, on the Pacific Ocean.
With the exception of forty miles,
this route is simply improving and
unlocking a natural waterway.
Length nearly twice that of the
Suez Canal, and vastly more costly
The canal is expected to accommo
date thirty-two ships a day. The
tolls, therefore, would need to he
at least $000 per ship per trip
through, to enable the canal to pay
even a small dividened on the cost.
The passage will be made, it is
said, in thirty hours. The saving
in distances will be from G.OOO to
7,000 miles in voyages from Great
Britain, New "iork, and New
Orleans, to San Francisco and the
Orient, as compared with doublirg
Gape Horn. If the stock is owned
in the United States,, Great Britain
will pay heavy toll to her early
colony, the now United States ci
America, a curious eventuality,
Great Britain doing most of the
carrying trade of the world. Still,
the toll will be trifling as compaied
with steaming thirty days, and
lessened chance of shipwreck, and
less wear and tear. Our coatt
trade will be immensely benefited
The desire was natural to woik
under a charter granted by congress
the most effective way of man
ning them. Under the present
system the seamen in the navy
are mostly foreigners, who have no
interest in the flag under which
they serve. The reason of this is
that no encouragement is given to
American seamen to enlist in the
navy. American yonths of spirit
and ambition cannot be attracted
to the navy by an exclusive and
aristocratic policy under which en
listed men can attain no higher
promotion than that of a petty
warrant officer. Unless this policy
be amended, the crews of the new
ships progressing to completion
will be composed chiefly of for
eigners. However admirable and
efficient in other respects, the new
navy with foreign crews would be
wanting in an essential quality.

Those deluded persons who
were induced to emigrate to Okla
homa for the purpose of securing
land in that territory, and failed,
may take fresh courage. Negotia
tions are being made to secure the
tract in Indian territory known as
the "Cherokee outlet," which will
be opened to settlement. It covers
about 6,000,000 acres and should
furnish room for 1)5,000 homesteads
besides school sections, town sites
and waste lands.

Vesuvius, which have made their
trial trips, and the Charleston and
Petrel, which are almost ready for
trial. Secretary Tracy has control
.of the construction of more than
renty new ships that are now in
process of completion. .Among
these are an armored ship of 7,500
tons displacement, an unartnored
cruiser of 5,300 tons, two others of j

ship of the class of the Vesuvius,
two gunboats of not more than
1,200 tons displacement, a coast
defeuse ship, and a submarine
torpedo-boat. Some of these ves
sels are required to make a Fjeed
f nineteen knots, and the new
5,300 ton cruiser must make a
speed of at least twenty knots. The
new dynamite gunboat is to reach
twenty-one knots an hour. It is
estimated that the cost of these
vessels will be $13,000,000 exclusive
of their guns. As a further legacy
of the Cleveland administration it
devolves upon Secretary Tracy to
complete five dorble-turret moni
tors, the armored ships Maine and
Texas, and the six unarmored
cruisers Baltimore, Newark, Phila
delphia, San Francisco, Benning
ton and Concord. When completed
this will make a rather formidable
navy, and there is no doubt that j
