He sat ther? listening delightedly,

A sense of justice ttjuek tho 'd

tbe opera together, aad then they

Secretary Blaine lias received
notifications from a number of tho
Central and South American Gov
ernment that they will send the
delegates to the "Three America'
Congress", which is to be held ia
this city next October. It is now
almost certain that every. American
Government will be represented.
Much benefit to us and a large in
crease in trade with those countries
is expected to follow the conference.
Secretary Proctor has issued an
order to the effect that when suit
able supplies of domestic manufac
ture or production cannot be ob
tained for the War Department,
and it becomes necessary to pur
chase articles of foreign manufac
ture or production, authority for
such purchase must first be ob
tained from the Secretary of War.
This means that no more contracts
arc to be made with English man
ufacturers, as was done by the
Cleveland administration, to sup
ply the U. S. Army with blankets,
because by admitting them free of
duty the Government saved a few
cents on each blanket. Secretary
Proctor thinks American manufac
tures should be given the contracts.
Mr. Thomas B. Coulter, of Ohio,
who was backed by Senator Sher
man, has been appointed Auditor
of the Treasurer tor the Post Oflico
Department. This in regarded by
the Oir.o people as quite - victory,
owing to the fact that f-everal
other States were preying candi
dates for this very important jiosi
tion. Senator Sjiooner, whose smiling
visuge lias been seen at the Viiit
House almost daily since the
Inauguration , has gone home. He
proposes taking his wife and boy
to Kurope the latter part this
mouth. After telling the Presi
dent "goodbye", he remarked to a
friend htanding by: "I feel as
though 1 deserved a ie.-t. Since a
year ao laM. "Nt vein ber I have
ieen busily engaged in attending
strictly to Senatorial duties. The
only break in that period was dur
ing'the campaign, when I delivered
on an aver;ii:y three t-peeches a
day."
It is thought the silver question
will be the caue of considerable
discussion in the r.ear future. Sen
ator Stewart recentiy tailed on
Secretary Windom in order to en-
deaver to influence him to increase
the monthly purchase of silver
bullion, lie argued that it was aa
excellent wav to reduce tne sur
plus. - I!ut the r-ecrctaiy was not
convinced, lie said : e iau twenty
millions of silver dollars now ia
the vaults of the Treaoury which,
he would be very glad to part with.
To purchase more nlver would be,
in his opinion, simply changing
the surplus from gold and paper to
sil .er. Tho Secretary finally told
the Senator that he could not
decide the question until it had
been carefully weighed aud con
sidered by the President, and dis
cussed by the Cabinet. In the
meantime Senator Stewart is vigor
ously advocating his proposition.
Assistant Secretary Bussey. of
the Department of the Interior, is
the official who has to finally pass
judgment on all casses of appeal
from the decision of the Commis
sioner of Pensions. He has already
proven himself qualified for the
difficult duties of the position. He
has reversed a number of decisions
of the late Commissioner of Pec
sions, and the grounds of reversal
have been such tbat no unprejud
iced man could object to them,
while they will give justice to
many needy old soldiers who have
been unjustly kept oat of the pen
