THE IRISH QUESTION.
"Whom tlie tfoua wish to destroy
they first make mad," never re
ceived a fuller or more explicit
p g plication than it did in the actio
of the London Times against Par
nell, the Irish leader in the house
I commons. Probably no action
has done as much to push forward
the home rule cause for Ireland,
as has this stupenduous and fraud
ulent effort to fasten a crime upon
the great Irish leader.
A great meeting in St. James
Hall, London, on last Wednesday,
demonstrated that the liberal party
movement had gained tremenduous
strides by the results of the at
tempted persecution of Parnell.
J jhn Moreley was chairman of that
meeting ami in his opening ad
dress said: "I bear a message,"
from the great chief, who, despite
his years, would have attended,
had he not been entreated to spare
himself. He would not spare him
self of his own free will because he
sees the time lapidly approaching
when we shall continuously and
deliberately, step by step, but
surely, unfalteringly and unflinch
ingly get to the bottom of these
Irish proceedings. The resolutions
which our committe have framed
express the deliberate judgment,
deep feeling and stern, resolute,
deliberate purpose of a great paity
which has not taken up a cause
' without seeing it through. I do
not want to understand Pat cell's
presence as binding him and his
riends and countrymen to our
party. Pamela's first duty is to
Ireland. He has no right to th'nk
of our party, except in relation to
I -eland. 1 look forward to uie ua o

Irish leader and statesman, Par
nell will be aDle to pe-'take. and
draw united Ireland to pawake, in
the great fabric of free govetr ment
of the empire of which we ire
striving to make Ireland a mired,

never deprive the liberals of the
glory of being first to soothe Irish
distrust, extinguish British pre
judice and extend the right haiid

show that we pre molved to act
upon the principle of doing to
others as we would be done to."
Parnell in his remark." at the
same ' meeting arraigned the gov
ernment, for allowing the infam
ous proceedings, based on Pigott's
forgeries, to be so persistently
pushed, and for not prosecuting
or inquiring into the matter itself
instead of doing it through un
scrupulous agents.
Keferrinz to Gladstone and the
liberal work he said: "It is an
honorable thought that I feel to
night, that since the introduction
of the great measure of 1S6H Ire
land has definitely turned her
back upon all base, hopeless and
desperate courses ; that she is con
fident that in the ways of the con
stitution lie her safety, and under
the genius and guidance of that
great and devoted Englishman
(Gladstone) new hope has come
into all our hearts and breasts.
The day of ultimate freedom for
Ireland cannot long be deferred.
We are on the eve ot a great popu
lar upheaval, a movement which
will not subside until you have en
abled your great leader to carry 4
through the legislature of the
empire a measure wlmh will give
Ireland all legitimate control over
her own future, her own interest
and her own welfare, without any
shadow of harm or ill to voir own
greater interests."
THE EMEHUBjsCY CLAUSE.
The Orejronian is inclined to the
opinion that Governor Pennoyer is
larger than the lcish;tive aem
hly of the state of Oregon. It says :

its approval by the governor."
But the governor did not approve
it; nor, as we think, could his
omission to approve it and his
allowing it to become a law with
out his signature, be construed, as
an approval. It was undoubtedly
the intention of the assembly that
it should take effect at once, but
tne signature of the governor was
necessary to make that intent effec
tive. Since he did not sign the
bill, the intent of the assembly did
not prevail. It should be remem
bered that the executive depart-
ment is an ndepemient Drancn
the state government ; entirely in
dependent, and at present rather
more independent than the assem
bly itself. We think that if a case
is carried to the supreme court it
will be held that the law could not
take effect till the expiration of
ninety days after the close of the
session." l lie view ot tne case as
expressed by the Oregonian is
most certainly an extraordinary
one. .Laws and court decisions
are usually supposed to be based
upon common sense and equity.
and not upon technical quibbles.
The constitution proyides for in
emergency clause to laws, and
when that emergency clause is in
serted and bills become laws they
go into effect at once, for that is
tne constitutional intent and the
legislative action. If the technical
words are to be construed, in court
decisions, instead of the p'am and
evident intent and object of the
law then indec 1 are we the veri
table shuttle cock tor the whims
and prejudices of judicial breezes to
waft hither and you at will.
