WHO IS RIGHT.
A great many take a pessimistic
view of affairs, and consider that
the human part of this ball of
earthly matter is going to the dogs
as fast as possible. For instance
a New York paper says that "it is
shown by reports from the police
authorities of twenty-seven Ameri
can cities that crime and immoral
ity are en the increase. Tl e
first remedy that suggests itself as
an outgrowth from the conditions
that confront us is an organized
effort to a aken the mo'al faculties
V. along the line through the
public schools, the only direct
channel of access to the plastic
natures of the young who will rule
the country hereafter. It is the
duty of all good citizens, whether
they call themselves Christians,
Protestants, Oatholic, theists,
atheists, agnostics, theosophist?,
or what not, to waive differenct s
or opinion on theoretical creeis
and dogmas, and to unite in an
effort to reach a common basis of
elementary moral instruction. Fit
ness to impart moral training
should be a condition of every
rormal school diploma. No man
should be permitted to teach at all
who is not fitted to teach irorals to
the young. The other great teacher
of the American people is the
newspaper. It is quite time that
the daily press more generally re
cognized its responsibility for in
fluencing the moral tone of the
public. There should be less
p.indering to unhealthy and vicious
tastes; but negative reformation
will not suffice. Every newspaper
the community is improving. In
Philadelphia, il we are to judge
i from a startling statement made
bv SuDerintendent Lamou. this is
clearly the case ; and if the crime
he mentions has increased in the
proportion he states, either our
laws or our police are sadly at
fault. The revelation of the growth
of licentiousness, independent of
the social evil, agrees remarkably
with the reports made by Rev.
Samuel W. Dibe of the rapid in
crease of convictions for licentious
crimes ia Massachusetts in the last
twenty-five years. In spite of this
a id of the increase in the number
inmatfts in state prisons in pro
portion to population, we doubt if
any one who has seriously studied
our criminal statistics has any
question that crime is decreasing
in this country. All violent crime
in unquestionably growing less fre
quent, and the only dou't which
exists, is whether defalcations and
breaches of trust make up for this
decrease, just as it is doubtful
whether the growth of concealed
vice has made up for the increas
ing freedom of the streets of Ameri
can cities from the graver manifes
tations of wickedness. The facts
and figures do not exist to answer
this question, but when they aie
o tained they generally indicate
an improvement. In the main.

good. It is more bouyant to the
spirit however, to read from a
Philadelphia paper an opposite
opinion, that the world is growing
better. It g:

condition, of crime. In the main,
these reports indicate what near y
all the known facts go to show,
that crime i on the whole decreas
ing. The returns we give in detail
cover a city imputation of about

rime is in general decreasing and
the social evil is lessening. This

whose ooalation is not less than

dslphia,and in Jersey City and San
Francisco, Louisville, Mobile, and
New Haven it is not keeping pace
with the increase of population.
These cities cover two-thirds of the
population whose police officers
report, and in the remainder hall
the population shows an increase
in advance of the population, and
in the other half crime and the
population are growing together.

cities, is given as on the increase
in a large imputation. This is true
oftheop'um habit. No one can
go over the detailed answers with
out tcling that in this and in other
respects there has been a decrease
of flagrant and open c ime and an
