CLIMATIC CHANGES.
Oar present remarkable winter,
coupled with the very mild reign
of old Boreas oa the Atlantic slope
aui the 'snow fall .' and v frosty
- weather in several of the states
south of Mason and Dixon's line,
have given rise to the belief cn
the part of very many that material
climatic changes are in course of
development. However, as an
authentic authority on this subject
we see the Prof. Abbe, in the
Forum, says that a thorough study
of all the phenomena has failed to
establish that there has been any
sensible change is the climate at
any point of the earth's surface
during; the past 2,000 years. It
will be seen that rational climato
logy gives no basis for the much-
talked-of influence upon the climate
of a country produced by the
growth of destruction of forests,
the building of railroads or tele
graphs, and the cultivation of crops
over a wide extent of prairie. Any
opinion as to the meteorological
effects of man's activity must be !
based either upon the records of
observations or on a priori theoreti
cal reasoning. Now; the records
of ' experience are exceedingly
diverse in various parts of the
world, and lead to no uniform con
clusion. If' the inhabitants of
Chaldea have disappeared and the
blooming wilderness has become a
desert' we mu9t not 'too hastily
assume that it would have remain- j
The CTfoffiele- in-speaking of
the recent retiring "of Gen. Kose
crans says that no one will seriously
object to the placing of Bosecrans
on the retired list of the army." He
served with great' gallantry during
the war, and the country can afford
to honor him for bhVeervices. " But
the old man will probably feej
ashamed of himself more than
once when enjoying his well-earned
ease,' when he recalls his opposi
tion to the bill to place Grant on j
the retired list. In the course of
debate T$ distinctly stated that lie
wasoplosed on principle to pei;
mitting men to server their connec
tion with the 'army and then be
restored to rank. It was not a
matter of princ. with him at all,
bat bit of Ifftinulness against
Grant, which prompted his opposi
tion. It would not be an ungrace
ful thing for Rosecran-s to make
some tetraction for this act of his,
but nobody expects that he will
do so.
The ladies of Boston have intro
duced a new fashion in phonogra

photographed. Of course this
applies to those only who have
pretty hands and can pose with
them gracefully, but that includes
every lady resident of the "Hub."'

but of the ancient meteorologist, so
far as we-, know, kept no exact
records whatever of the tempera'
lure, rain-fall, etc. There is, how
ever, one natural phenomenon
the annual rise and fall of the rivtr
Nile that wis observed in ancient
. times as carefully as now ; ' and if
. ever we are able to discover amot g

of the heights of this river we may
be able, by comparing it with our
modern records, to, show whether
or not an appreciable change in the
relative rain-fall' arid evaporation
has taken place in Central Africa
and the Nile valley. So far as our
present information goes, no con
siderable secular change in the
floods of the Nile is indicated; on
the other hand, the modern re
cords show a fairly regular periodic
variation five or six years of high
water followed by five or six years
of low water a ' fact that was, I
think, also known to the ancient
Egyptian priests, and may have
been utilized by Joseph in his in
terpretation of Pharaoh's dream.
The true problem for theclimatolo

century is not whether the climate
has lately changed, but what our
present climate is, what its well
defined features are, and how the
can be most clearly expressed in
numbers. The problem for the
meteorologist is the detailed ex
