Oar chief executive of the state
vl Oregon continues to evolve
startling proclivities. His latest is
upon the railroad commission
, matter, and is perfectly in line
H far as dictatorial assumption of
powers not named in the category
oi gubernatal prerogatives is con
cerned with his message treat
mem of the commission. Other
wise however it varies from the
line staked out in ttie message as
completely as does the . maniacs
vagaries. Tor instance, in his
message he claims to remove the
commissioners "for cause," the
only cause assigned being that he
.insiders the law unconstitutional.
Now he abandons that position
completely and appoints new com
missioners, under the plea that
because he did not approve the
new law, it is not enforced until
the expiration of ninety days, and
the old law stands. Such a sum
mersaulting constitutional law
lefiner as tiiis, is certainly nearer
allied to the madhouse than to the
crank shop, where probably the
far larger majority of the people of
the state have been relegating his
excellency for some time.
Seriously the actions of Governor
l'eunoyer, in this railroad commis
sion business, deserves the extrem
es censure. Whatever may have
leeii his object, be it the droughts
of political capital, which some
democrats have claimed, or notori
ety for eccentric methods, it is
certain that he. has overstepped

the' functions .of. both the supreme
ourt and the legislative assembly,
and assuming dictatorial power
that, to say the least, savors of
revolution and autocratic authority.
Confusion and serious complica
tions may grow out of his unwar
i anted and unwise action.
" Tt Transmits that the charge of
bribery made against a certain
sjuator.as briefly referred to in the
Herald's dispatches, from Salem,
was against Senator J.- W. Watts
of Yamhill countr. He was ac
cused of offering to support a
measure for the relief of Mrs
McPherson :or $20. He was fully
exonerated by the investigating
committee. The story, is ridicu
lous on the faee-of it. It would
savor -too much of cheap labor
among state senators to agree to
support am' measure for as small
a consideration as $20.
Dawson's bill to prohibit the
selling of tobacco, cigars or
cigarettes to boys under eighteen
years of age passed and was signed
by the governor, and as it con
tained an emergency clause it ia in'
operation at present. Dealers in
the weed probab.y will be unable
to find any boys under 18 years.
It will be remarkable how the boys
have grown old.
