refusing to ratify the favorite
scheme of Messrs. Bayard ai d
I'heiptt, The treatment of our
fishermen by British officials, the
violation of the Monroe Doctrine,
as witnessed in
Honduras, by England, and its
discourtesy in failing to send a
Minister to represent it at Wash
ington were also dwelt on by those
who took the American side on
this question. And no American
citizen worthy of the name will
dispute the validity of their argu
ments or dissent from the conclu
i a ion at which they arrived and
which led them To rejer the treaty
by an overwhelming mjiJorit)-.
The passage of Layman's high
license bill makes an annual
j license for spirit i ious liquors of
MOO and of malt liquors of $200.
and gives a chance to test the high
license law in the state. The
measure met violent opposition in
the house, and all the detention
methods that was possible to apply
in the senate, but surmounted all
the opposition, and is now ready
for the governor's approval, which
it will probably receive. After
that it must run the gantlet of the
supreme court that abrogated the
Keady law.
The bill appropriating $37,500
for the Agricultural College in
Corvallis, has passed the legisla
ture and will become a law.
$30,000 is to purchase land, $5,000
for instructors and $2,500 to defray
expenses of litigation with the M.
E. church south.
Skmatob Hatch of Polk county,
introduced a bill providing for a
state hoard of regents for the Mon
mouth Normal school. The bill
passed the senate but met its
Waterloo in the house where it
was lost bv a vote of 29 to 29.
Belknap, in the house has put
through a bill making an appropri-
ttion of two thousand dollars to
construct a road down the Alsea
valley to tide water, in Benton
county. And still the road appro
priations thrive.
