UNION WITH CANADA.
A union with Canada must first
be asked for on the part of the
Dominion or if will not be worth
the having. It cannot be hastened
by any effort of ours, but all such
efforts will retaid it. Canada was
originally a colony of France, and
there are now over a million of
French Canadians, described by
Goldwin Smith, the eloquent pro
( pagaudist of commercial union, as
an "unproirressive, religious, sub
missive, courteous, and, though
poor, not unhappy people." lie
adds, that while "they have a v ery
indifferent reputation as farmers,"
they are governed by the priest
with the occasional assistance of
the notary. This certainly is not
high commendation. Retaining
in a poor way their French
language, they have not been
assimilated or anglicized, perhaps
cannot be Americanized, and we
have yet to learn that the Latin
race have anywhere appeared to
.accept of a republican form of gov
ernment with any 6taying en
thusiam. The public debt of the Canadian
Dominion, however formidable.
would have to be paid or assumed
by the United States in case of
a political union. Its present
amount in prooition to population
is more than three times as much
as that of the United States ; and
the latter is being rapidly reduced,
while that of the Dominion for the
last twenty years has steadily in-

Oregon legislature each day. These
are the Oregonian, the Herald
and the Salem Statesman.
The question of building the
proosed Albany and Astoria rail
way is now before the peop'e of
Albany. There should be no such
word as fail in connection with
this project. It can and, the
Herald predicts, will be built.

foreclosure of mortgages. It pro
vides that when any tax becomes
due upon any debt, mortgage, deed

advantages to a union with Canada
will be overcome, and the do
minion will lay aside her old world
customs and form of government
to become a part of the United

charged it as a unevance against
the king, in the Declaration of In
dependence, that he had "ob
structed the laws for the natural
ization of foreigners and refused to

immigration hither," to this day,
with the single exception of the
Chinese laborer, our whole policy
has been that of encouragement
and facility to immigrants, without
pialiiication or question save as to
individual unfitness, ' and that in
such a halting and limited manner
as to be practically of no value.
Side by side with the formal and
solemn declaration of the Burlin-
gatne Treat, that every man has a j
natural and inherent right to j
change his country and allegiance j
stands this other declaration, that
if the emigrant be only a China
man and toils as other men for his
daily bread lie shall never come to j
these shores. It is his inherent j
right to take passage, but not to!
land. It is "inconsistent with the j
fundamental principles of the re-1
public" to prevent his severing his j
allegiance to China, and yet there J
is no inconsistency i:i shutting the j
door in his fare when he gets here.
