AN ACKNOWLEDGED NEED.
There is not, probably, an indi'
vidaal in the state, who ha cog'
nizance of the present situation of
affaire, as far as the law for aseess-
ment and taxation is 'concerned,
bal what knows that lejBjtion' is

Hooking to the present session of
the legislature for something of
that nature.
Daring the last legislature a bill
was careiully prepared, fully con
sidered and passed by one house
but defeated by the other luat at
t io closing hours; and the vital
and pressing question that comes
to this session is shall the work
accomplished at that session be
taken up, at an early day in this
session while there is time to faith
fully attend to it, and earnestly
carry it" through to the desired
consummation. Common sense and
the imperitive demands of the
people say it shall. The sliarpers
who are calculating to continue the
easy escapement of capital from
sharing its just proportion of the
taxation of the country say it sha?l
not; which; side will win is the
contest that will be carefully
watched and its waging noted and
results remembered.
There is a growing sentiment
among the people that the funda
mental axiom of the old law, that
in principle and justice should be
right the exemption of indebted
nessis iu practice made the
vehicle of evasion of assessment to
such' an ' extent as not only to
destroy its justice, and equity, but
to make it an actual instrument of
injustice and -wrong in many
cases the' implement of legalised
criminality.
In all probability if legislative
action could expunge the "exemp
tion for indebtedness" fiom the
new law it shall pass for a new
law must be passed this session or
the members go home burdened
with the execration of the people
of the entire state the action
would meet with the endorsement
of the people.

The rifteeiitli biennial session of
the Oregon legislature convened in
alem yesterday. The session
promises to be productive of sev-
eral measures of special importance ;
to the people of the state. By
reference to our telegraphic report j
of the! opening day's proceedings,;

Leseen that the members have
proceeded with the organization of
the body, without delay. The first
important question will no doubt ,
be the election of U. senatov'!
This should be done carlv in the j

the assembly to the consideration
of useful legislation. There pro
mises to be no prolonged Btrusgle
over this question, for which the
people will have reason to be glad.
The old rivalry t between Portland
' and the state at large seems to
hare nearly subsided, and with no
obstructive measures to hinder the
session of forty days ought to be
productive of much wholesome
legislation for the state.
Among the measures of special
interest to Albany will be the
amendment of the city's charter,
enlarging the powers of the city
government and extending the
corporate limits to keep pace with
tite steadj growth of the city.
The pioneers of Oregon are fast
passingjaway. T.'iey have lived to
witness1 the - development of the
state from a wild frontier country
to a rapidly advancing and civil
ised factor in the wonderful pros
perity of a gre it country.
Mrs. Jay Gould died at her
home in New York Sunday even
ing. Her mother, who is over 80
years old is still living in New
York.
The Salem Daily Statesman ex
hibits marked indications of
prosperity. It has been enlarged
to a seven column pappr.' and
furnishes its readers an excellent
telegraphic service.

Such mild winters as the one
now being experienced in Oregon
when compared with the severe
blizzards in. the East contributes
much toward swelling the large
number of immigrants to this state.
A, record of an entire winter with
out a flake of snow is something of
which few countries can boast.
A well posted business man of
Astoria says that the general feel
ing there is that connection with
the. Oregon . Pacific railroad at
Albany would be preferable to a
line to Salem. This city is and
will be the junction of the proposed
line. '
The present session of the legis-j
lature promises to be productive of
less wrangling and more beneficial
legislation than recent preceding

It is reasonably certain that the
Narrow Guage railroad will make
a connection with 'Albany within
the next year. , - " ' " 1
i Salem'V ' street railway is in
operation, much to the satisfaction
of the sojourning legislators.
