THE SCHOOL BOOK FRAUD.

cans will organize the house and
elect the speaker, who will appoint

the charge of that body will be
committed to tiie republicans for
the first time since the meeting of
tiie Forty-seventh congress.
Tiiere will be an abundance of
work for the Fifty-first congress,
and it must pay more attention to
the needs of the country and less
to political schemes and measures
than the Fiftieth congress has
done. The coming congress lias
one gieat and useful piece of work
to accomplish, useful in the high
est sense., and that is the disin
tegration of the solid South, and
the breaking down of the old
theory of the north against the
south or the south against the
north. No national legislation.
unless it be reconstruction, is com
parable to this in magnitude and
importance. The time is auspicious
and the people of a large portion
of the South are ready, provided
they can be made to see that re
publican rule does not mean the
unbridled domination of the col
ored race. They will accept in
good faith overtures made to them
in a similar spirit, and it will be
the duty as well as the privilege of
the incoming administration to
demonstrate that the republican
party is no sectional organization
but that it will rule with equal
and exact justice, and that the
rights of the peopte are as dear to
it iu Alabama as in Minnesota, in
Louisiana as in Vermont.

Under this caption the Salem
Statesman says concerning the
atfsmpt to change the system of
school books in Oregon, which
question was ventilated in the
Hekald recently: It is reliably
reported that the school book
monopoly has been successful
that they have succeeded in secur
ing the votes of some twenty out
of the twenty-nine county school
su perintendents in the state for a
change of readers, substituting for
those now in use another series
published by the school book
trust ; and that for the Fish series
of arithmetics they have corraled
some fifteen, or a majority of the
' votes, throwing out the Brooks
j series now in use ; and that they
have succeeded in getting a ma
jority of the votes for all the new
text books adopted since the last
vote was taken four years ago.
The reason the trust wanted a
, change in readers vas to further
J intrench themselves in their mo-
nopoly in this state. They offer a
I free exchange of books, but so did
i other firms quite as reliable, and
I with as good or better books and
the free exchange will not benefit
country districts, for the reason
. that there will be no place 'where
they can go to get the exchange
without traveling long distances.
The reason the monopoly wanted
a change in arithmetics was that
the Brooks series a-e furnished bv
a Pelade ph ia firm outside the
school book trust.
This vote has not been taken
upon the merits of the book at all.
The people or the educators of the
etatej have not been consulted ; but
the agents of the trust have.
In the case . of an Eastern Ore
gon superintendent he had made
up his mind ttiat the Fish arith
metics were the best, and so
informed a valley superintendent,
as early as July 1st, before he had
seen the books at all. In the case
oi a southern Uregon superinten
dent he had so made up his mind
just after his rHurn from tiie
national teachers' convention at
an Francisco, aud was very lavish
with funds, though he nad before
been hard pushed to meet his bills.
There are other instances of pre
mature or sudden conversions to
the advocacy of a new series of
readers and of Fish's arithmetics
and the fact is, if the people
will, through theirrepresentatives,
take occasion to sift this thing to
thebottom.it will turn out that
this Fish is a large sized whale.
Now will this thing be tamely
submitted to on the part of the-
