THE ELECTION TO -DA Y.
One of the most intense and
hotly contested campaigns for
p esidential election in the history
of this country haa been closed,
and to-day the votes of a free
people will be cast to decide
whether or not the United States
is to adopt the policy and free
trade ideas of Grover Cleveland, r
continue its protective system
under which the country has
reached its present foremost posi
tion among the nations of the
world. The issue was drawn early
in the campaign and has been
hotly contested.
The same enthusiasm which has
been manifest in the Eastern states
has not been exhibited in Oregon
from the fact that in iliis state the
result is simply a question of the
mignitude of Harrison's majority,
but there should be no apathv
to-day. It is due to the credit of
the state that a full vote be polled
and every citizen should exercise
his right of franchize. There
should be no staying at home from
the polls. The vote cast to-da
will form a part of the political
history of the country, and it
should represent the full measure
of the voting population of the
state.

the following qualifications of voters
required by law :
Every male citizen of the
United states, white or colored, of
the agi of twenty one years and
' upwards, who shall have resi ed
in the state of Oregon during the
six months immediately preceding
the election, and every white male
of foreign birth, of the age ui
twenty-one years and upwards.
; who shall have resided in the stat
during the six months immediately
j preceding the election and shall
have disclosed his intention to
M-come a citizen one year preceding-he
elect ion, may vote. That
is, the man must be t e lty-one
years old, must have lived in Ore
gon six months and must be a
( citizen ot the Lrnie I States ; i r, if
born in a foreign country, he must
have declared his intention to be
come a citizen at least one year
before he can vote in Oregon.

The authorities at the Michigan
stale prison have adopted a new
regulation which proves very effec
tive in inducing prisoners to obey
the mles. A convict who conducts
himself properly for six months
may discard the stripes and wear
a plain gray suit of clothes. But
should he become unruly after the
change is made, he is compelled to
dim the objectionable uniform
ajrain. The experiment is worth
trying.
Every citizen should vote to day.
The vote in Oregon shuuld be a
measure that will show the state's
full voting population. The total j
vote should reach 05,000, an in
crease over last June of about 5 000
