Much thought is being stirred up
over the matter of the foreign
pauper immigration to this country,
and it is acknowledged to be the
most threatening danger we now
have te contend with. The
Philadelphia Inquirer, in discus
sing the congressional investiga
tion, that has recently been in
progress rinds that the revelations
made by the special committee of
the house appointed to investigate
The case of John Swinton, the
editor of (he New York labor
piper, which failed and bankrupted
its editor, appeals to the sympathy
of every charitable person. He
was deeply interested in the cause
of the laboring men of the country,
and he established his paper in
their interest. He would not
allow this paper to be used as a
political organ, and the result was
that the men whom he befriended
deserted him, and his paper proved
a failure. He lost in it fortune and
prestige. Then sickness fell upon
him, and now he is just recovering
from an operation for cataract that
may leave him totally blind.
Swinton is wild in many of his
labor-reform ideas, but no one
ever questioned his honesty or his
single-minded devotion to the
interests of the poor, and he cer
tainly deserved a better fate than
has befallen him in his old age.

thus leaving no means of identify
ing the immigrants after leaving
Italy. The steamship companiea
do not bother themselves with
inquiring whether the names on
the tickets presented are genuine
or not, and independently of a
very superficial medical examina
tion to see that they may not be
called upon to return them to Italy
at their own expense, they pay
little heed to those who pay for the
tickets. It appears further from
Vita testimony that the It ilians are
deceived themselves. In their
native villages flaming placards
pasted by the brokers' agents
speak in glovving terms of the light
work and high wages, and the
contracts made by padrones with
them lead the immigrants to
imagine that the pay they are to
receive will be large, because they
think it will buy as much as in
Italy. When they see how little
seventy-five cents per day is,
considering how little it will buy,
they desire often to return to Italy,
but the contractors will, of course,
hold them to their bargains.
Testimony shows that there are
capitalists behind the brokers who
engage this cheap labor. It will
be interesting to know who they
are and what industries they
represent. The committee will
signally fail in its duty unless it
gets to the bottom of this persistent
violation of the contract labor law.
