We, your commictee on Platform
and Ilesulutioua beg leave to report
as follows:
The Republicans in the State of
Oregon, in convention assembled, re
affirming their allegiance to, and con
lidtnoe in, the great Republican
Dirty, of the nation, of whose grand
achievements ami long and success
ful administration of the government
t the United Strtes they have so
li'Uh cause to be proud, and the
glory of which they are entitled to
show, now make and present the fol
lowing statement of their principles
arid policy:'
First Vie favor honest and effi
cient administration of the depart
ments of government both State and
National.
Second The right of the citizen
authorized bv law, and (to have his
vote honorably counted, ought to be
respected and a ll etl'orts to control r
.limit that right deserves tie con--demnation
of all good citizens.
Third That while disclaiming the
rght to interfere with the adminis
tration of the internal affairs of for
igh nations, we sincerely approve
the efforts of Irish and English
statesmen to secure by peaceful
methods the American principal of
"Home Rule" tor Ireland.
Fourth That we are in favor of
such legislation as should prohibit
and punish the manufacture of adul
terated foods.
Fifth That we are inavcr of the
nactment of a law by Congress,
wheieby the homestead and pre-emption
r'ghts of settlers shall not be
forfeited by cancellation of filings by
the land department when settlement
or filings are made in good faith.
Sixth That we f ivor the encour
agement and development of our
State by the construction of railroads
and other systems of transportation
and that we hold all corporations to
bo strictly responsible to their liabil
ities under the law, and recognize the
right of the Legislature to enact all
reasonable limitations on corporate
power.
Seveuth That we regard the
further immigration into the United
States of Chinese laborers as directly
opposed to the interests of American
labor; and we therefore heartily ap
prove the action of the Republican
Senate in providing bv proper legis
lation for ho amending oar treaties
with China as to prevent ttieir fur
"ther immigration here.
Eighth We recognize that the
nation owes a debt to the surviving
veterans of the iviielHou which can j
Hoc be adequately repaid, and hold-to

ment t- provide for the necessities of
them and theirs by prompt payment
t; liberal pensions.
Ninh That the action of Presi
dent Cleveland in ordering the return
-of the reiei flags was an unwarranted
assumption of the right to use for
political purposes the trophies c( a
valor iie did not possess and the
fruits of a victory he did not help to
secure.
Tenth "While we approve every
honest effort to preserve our public
lands by the punishment of willful
trespasses upon them, and are in
favor of such measures as will en
courage our citizens to settle upon
aiiii improve them, we condemn rhe
' aeuun oi the present administration

such lands unuei coh r of widen, in
stead of i ursuiug the yodey of the
Republican auiuinistratioii by caus
ing the arrett and punishment of
those only whose actions ppeared to
have been dirhouest and criminal. It
has refused to cause said lands to be
surveyed, thereby discouraging their
settlement by pepple needing and de
siring to take them. The adminis
tration also fiiled the country with
a aorde or oriicers styling thetnse ves
"Special Agents of the Interior Department,"-,
who have been made to
act as spies and informers upon such
of the honest citizens as have ven
tured to settle upon the public lands
for the purpose of carving for them
selves homes in the wilderness and
has caused the arrest of honest set
tlers upon those lands upon charges
false and infamous, and publicly
branding them as robbers and thieve.-
h;ut caused them to be dragged into
both the civil ami criminal courts to
be tried upon false and fictitious
charges, thereby compelling them to
incur the expense of two defenses
against the same act; has caused
these same special agents to raise
questions and dispute the right of
honest citizens to require title to the
public lands upon wnich they have
honestly ami in good faith settled
and for which they have ptid their
money, and accing upon Mie sugges
tion of these agents the official hav
ing such matters in charge have under
the direction of the administration,
like a court organized to convict, de
drived the settler of his land, robbed
him of the benefit of his labor and
refused to return his money; and
these wrongs have been perpetuated
so-called Democratic reiorm.
Eleventh That the policy of the
-Democratic administration, whicfi
"would place wool aud lumber on the
free list and wooleu goods on the
highly protected ist, cotton printson
the free list, and vther similar arti
cles; hoop iron on the protected list;1
and which poii;y would continue the
--collection of St.0,000,000 on sugar
each year, while at the bame time the
majority applaud the claim to carry
out the President's idea that a tariff
tax is robbery of the jeople, consti
tutes & piece of unpareiled political
dishonesty, having for its sole object
the success of the Democratic party
at the next election, even at the ex
pense of the radical destructiou of
miany of our most important agricul
tural anJ manufacturing industries.
Twelfth We favor the policy of
providing, chiefly cr the revenues of
the general government and for the
purposes essential to the general gov
ernment, a system of cities levied
upon imports so adjusted as to dis
criminate in favor of: domestic indus
tries and productions aud in favor of
American labor, and we declare in
favor of reducing the annua! surplus
revenues of the government by ad
anittin gfree ot duty such articles of
general use as c:tunot be largely pro
duced or manufactured by our own
people.
Thirteenth That we deprecate the
attempts of the Democratic adminis
tration to degrade the honest toil of
America to a level with the pauper
. labor of the old world.
Fourteenth We denounce and de
plore the refusal of President Cleve
land to approve the river and harboi
bill, and we denounce the action of
the Sec etary of War in what seems
to be a studied attempt to delay the :
improyement of the Columbia river;
and fully recognizing the importance j
of our p-eat waterways as regulators j
of freight charges, not only on the j
waterways themselves but on the j
railroads as well, we insist thatouij
great rivers shoul.l be free and open '
to the sea, and we demand of the j
general government need of appro- !
priations therefor. At the same j
time jve re :ommend the uext Legis- j
latura to take proper and adequate j
s eps to insist at once in opening the
great river to general commerce, j
Lastly 'Ve denounce the civ 1 j
service reform professions of Presi- j
dent Cleveland as a sham aud-fraud, j
as promises made to secure votes be- ;
fore election, and the violations of j
which has been as constant as tne
hunger of the Democratic office-seekers
could demand.
